This guidance is being introduced in anticipation of future legislation to mandate a CP for HRBs.\u00a0 The <a href=\"https:\/\/www.gov.scot\/publications\/scottish-government-response-grenfell-tower-inquiry-phase-2-report\/\">Scottish Government\u2019s response to the final Grenfell Tower Inquiry Report<\/a> committed to <a href=\"https:\/\/www.gov.scot\/publications\/scottish-building-regulations-fire-safety-review-compliance-call-evidence\/\">further consultation in advance of any potential legislation<\/a>.<\/p>\n<p>Introducing guidance at this stage serves a number of purposes:<\/p>\n<ul>\n<li>introduction of measured change through guidance before legislative change, including opportunities for revisions based on feedback from stakeholders<\/li>\n<li>delivering on the Scottish Governments response to the Grenfell Tower Inquiry Phase 2 Report<\/li>\n<li>delivering on the findings of the Review Panel on Building Standards Compliance and Enforcement chaired by Professor John Cole.<\/li>\n<\/ul>\n<p>This guidance replaces the Verification During Construction (VDC) guidance for major work to defined HRBs.
