{"id":2696,"date":"2019-07-03T10:02:00","date_gmt":"2019-07-03T10:02:00","guid":{"rendered":"https:\/\/blogs.gov.scot\/digital\/?p=2696"},"modified":"2019-07-03T15:26:32","modified_gmt":"2019-07-03T15:26:32","slug":"scottish-approach-to-service-design-creating-conditions-for-change","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/digital\/2019\/07\/03\/scottish-approach-to-service-design-creating-conditions-for-change\/","title":{"rendered":"Scottish Approach to Service Design: Creating Conditions for Change"},"content":{"rendered":"<p>This blog is by Dr Dhruv Sharma, User Reaserch Lead at the Scottish Government.<\/p>\n<p><span style=\"color: #000000;font-family: Arial\">Amongst all the exciting stuff I do within Scottish Government\u2019s Office of the Chief Designer, one crucial part of my job is replying to the question, \u201cso, what does Scottish Approach to Service Design actually mean?\u201d <\/span><span style=\"color: #000000;font-family: Arial\">\u00a0<\/span><\/p>\n<p><span style=\"font-family: Arial\"><span style=\"color: #000000\">Thankfully we now have the short and snappy \u2018<\/span><a href=\"https:\/\/www.gov.scot\/publications\/the-scottish-approach-to-service-design\/pages\/about-this-resource\/\">playbook\u2019<\/a><\/span><span style=\"color: #000000;font-family: Arial\"> to answer that question for us, so I now spend my time highlighting how we go about using it in our work, affecting change.<\/span><\/p>\n<p><span style=\"font-family: Arial\"><span style=\"color: #000000\">If you\u2019ve never heard of it, then I\u2019d recommend checking our playbook out. However, I\u2019ll also try to summarise the key points here. As our Chief Design Officer, Cat Macaulay points out on <\/span><a href=\"https:\/\/twitter.com\/operanomad\/status\/1101799009985982465\">Twitter<\/a><\/span><span style=\"color: #000000;font-family: Arial\">, the Scottish Approach to Service Design (#SAtSD) is an attempt to create a shared, \u201ccollaborative way of designing public services in Scotland\u201d. <\/span><\/p>\n<h2><span style=\"color: #000000;font-family: Arial\">Start with co-production<\/span><\/h2>\n<p><span style=\"font-family: Arial\"><span style=\"color: #000000\">The story of the SAtSD begins with the publication of the <\/span><a href=\"https:\/\/www.gov.scot\/publications\/commission-future-delivery-public-services\/pages\/9\/\">Christie Commission on the Future Delivery of Public Services Report<\/a><\/span><span style=\"color: #000000;font-family: Arial\"> in 2011. Along with several other aspects of improving public service delivery, this report called out the role of co-production and utilising an asset-based approach when designing public services. According to this report, \u201casset-based approaches recognise that individuals and communities are a part of the solution and work with people rather than viewing them as passive recipients of services, and empower people to control their future\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;font-family: Arial\">These values are at the heart of the SAtSD as we co-produce the approach with colleagues from: <\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">other parts of the Scottish Government<\/span><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">the NHS<\/span><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">the Third Sector<\/span><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><span style=\"font-family: Arial\"><span style=\"color: #000000\">the <\/span><a href=\"https:\/\/www.digitaloffice.scot\/\">Local Government Digital Office<\/a><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">other public and private sector bodies <\/span><\/span><\/p>\n<p><span style=\"color: #000000;font-family: Arial\">The SAtSD argues that anyone who is involved in designing and delivering public services should spend more time exploring the problem they are trying to solve. This should be explored in an open and collaborative manner, with their users, before they start designing solutions. <\/span><\/p>\n<h2><span style=\"color: #000000;font-family: Arial\">Problems with this approach<\/span><\/h2>\n<p><span style=\"font-family: Arial\"><span style=\"color: #000000\">You can read more about this in the <\/span><a href=\"https:\/\/www.gov.scot\/publications\/the-scottish-approach-to-service-design\/pages\/about-this-resource\/\">playbook<\/a><\/span><span style=\"color: #000000;font-family: Arial\">, but in line with this philosophy, our own mapping of this problem space shows that doing this kind of work in the public sector is actually quite difficult. <\/span><\/p>\n<p><span style=\"color: #000000;font-family: Arial\">This is due to many different reasons but primarily because:<\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">there are currently no standard methods and tools for doing this<\/span><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">we design services based on how our organisations are structured, rather than how users live their lives<\/span><\/span><\/p>\n<p><span style=\"color: #000000\">\u00b7<span style=\"font: 7pt 'Times New Roman';margin: 0px\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-family: Arial\">there is uneven capacity and capability across the public sector<\/span><\/span><\/p>\n<h2><span style=\"color: #000000;font-family: Arial\">Overcoming these problems<\/span><\/h2>\n<p><span style=\"color: #000000;font-family: Arial\">The SAtSD aims to create the conditions for change needed to transform public service design from being organisation-led to service user-led. At the Scottish Government, we know we have to come at it from both ends. <\/span><\/p>\n<p><span style=\"color: #000000;font-family: Arial\">Firstly, we have to co-produce guidance, tools, and methods for organisations so they can collaborate more effectively around their users\u2019 needs. This will help harness the strengths of an asset-based approach. Secondly, we have to make it easier for users to participate in shaping the services that affect them.<\/span><\/p>\n<h2><span style=\"color: #000000;font-family: Arial\">A playbook for organisations and practitioners<\/span><\/h2>\n<p><span style=\"color: #000000;font-family: Arial\">For organisations, we\u2019ve now got the playbook.
