(photo by the blog author)<\/p><\/div>\n<p>In Scottish Government, it starts when a public sector client organisation asks us for help to develop its services, culture and\/or ways of working.\u00a0 Normally, if our most effective impact can be achieved by collaborating directly with that organisation, we start by carrying out a Discovery exercise.\u00a0 Discovery is an Agile term, <a href=\"https:\/\/www.gov.uk\/service-manual\/agile-delivery\">described here in GOV.UK<\/a>, and it does what it says on the tin.\u00a0 The focus is on finding all you need to know to inform what service users are going to need.<\/p>\n<p>Sometimes, our client\u2019s already decided, \u201cIf I\u2019m going \u2018digital\u2019, I\u2019ll be needing some new system or kit.\u201d\u00a0 Not necessarily! \u00a0We need them to park that thought, and come on a voyage of Discovery with us. \u00a0Whatever Discovery produces, it will not in itself deliver a shiny new platform. Sometimes what we discover is, it\u2019s\u00a0not a tech solution that\u2019s required at all.<\/p>\n<p>What\u2019s often needed is a better understanding of the service users and their needs. While that\u2019s always been a key factor in citizen service, it sits at the heart of digital methods and practices.<\/p>\n<p>Great digital service is the same as any great customer service.\u00a0 It starts and ends with people.\u00a0 In Government, we like to define digital services as: driven by citizens, enabled by technology.\u00a0 And following implementation, we keep asking citizens if we\u2019ve got it right.<\/p>\n<p>Citizens may <u>want<\/u> a lot of things, but what will be the best fit for their particular <u>needs<\/u>?\u00a0 How can we ensure citizens have seamless access to the services they need \u2013 and are entitled to &#8211; from government?<\/p>\n<h3><strong>Finding out<\/strong><\/h3>\n<p>The answer emerges from doing a load of research.\u00a0 A Discovery project uses the time allocated (four, six or maybe eight weeks) to find out everything possible, ideally, to inform and develop a \u2018delightful user experience\u2019.<\/p>\n<p>In Discovery, the mission is to collect and interpret data \u2013<\/p>\n<ul>\n<li>who are the service users?<\/li>\n<li>what are their motivations and preferences, what barriers affect their satisfaction levels, and how will disabled people interact with the service?<\/li>\n<li>what do analytics reveal about if\/how\/when the service is accessed?<\/li>\n<li>how should the service operate, to meet users\u2019 needs?<\/li>\n<li>what looks like it might\/might not help to remove obstacles to delivery?<\/li>\n<li>what functions will the service require, to provide a swift and pain-free user journey<\/li>\n<li>are organisational factors (structural silos, policies, practices etc.) a problem?<\/li>\n<\/ul>\n<p>By asking these questions we can start to understand how to create the best user experience for a service.<\/p>\n<p>If you complete Discovery and there are things you still need to know \u2013 keep going.\u00a0 Otherwise, complete the exercise by weighing up the costs versus benefits of prototyping solutions.\u00a0 Of course, you may conclude the answer is a lot simpler than you\u2019d expected &#8211; like putting in place a new process, to remove obstacles for service users.<\/p>\n<h3><strong>What a Discovery is not<\/strong><\/h3>\n<p>Having grasped a thorough understanding of the users of your service and any barriers to delivery, you will have an idea of what might work, and what will not.\u00a0 Stop there!<\/p>\n<p>The next phase of a digital project (called Alpha) involves lots of prototyping, to explore possible approaches and solutions. But this \u2018solutionising\u2019 is not part of Discovery.<\/p>\n<h3><strong>What we learned &#8211; doing it right<\/strong><\/h3>\n<p>Scottish Government\u2019s analysis of recent Discoveries found these themes were important: clear direction, good communications, and common processes.<\/p>\n<ol>\n<li>Clear direction<\/li>\n<\/ol>\n<p>To ensure your service has a clear direction and purpose:<\/p>\n<ul>\n<li>agree scope with project clients and clarify what outputs will be like (stick to this)<\/li>\n<li>agree the ultimate purpose of the client organisation<\/li>\n<li>agree strategy, objectives and priorities<\/li>\n<li>focus on <a href=\"https:\/\/resources.mygov.scot\/alpha\/service-standard\/digital-scotland-service-standard\/\">mygov.scot\u2019s Digital Scotland Service Standard criteria<\/a>, to which you will work<\/li>\n<li>agree a project period \u2013 sufficient for thorough enquiry and analysis<\/li>\n<li>take a sufficiently broad view of service users and stakeholders<\/li>\n<li>agree to examine all existing barriers, both internal and external, process-related and behavioural<\/li>\n<li>confirm all dependencies \u2013 some user needs involve several providers<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>Good communications<\/li>\n<\/ol>\n<p>Good communication is essential when doing a Discovery. The best way to do this is to:<\/p>\n<ul>\n<li>keep reminding clients how the project contributes to national digital objectives such as platform reuse, upskilling, interoperability, and collaboration<\/li>\n<li>ensure clients understand they must be part of the collaborative process<\/li>\n<li>employ relevant Digital, Data and Technology professionals (see the <a href=\"https:\/\/www.gov.uk\/government\/collections\/digital-data-and-technology-profession-capability-framework\">GOV.UK DDaT framework<\/a>) to deliver the project, discussing with the client what those experts will bring to the exercise<\/li>\n<li>achieve clear understanding within the team about: ways of working, planning, protocols, hopes and uncertainties<\/li>\n<\/ul>\n<ol start=\"3\">\n<li>Common processes<\/li>\n<\/ol>\n<p>Finally, common processes will help you to:<\/p>\n<ul>\n<li>make consistent use of project tools, templates and digital processes<\/li>\n<li>use agreed tools for stakeholder and user mappings, to understand who\u2019s involved and examine the service processes<\/li>\n<li>clarify what extra time and tools are needed for online working during the current pandemic<\/li>\n<li>follow agreed risk and quality assurance approaches<\/li>\n<li>document what you do, why, and what works<\/li>\n<\/ul>\n<h3><strong>It works!<\/strong><\/h3>\n<p>This blog has covered some successful ways to deliver Discoveries using the Agile methodology in Scottish Government\u2019s digital projects with public sector clients.<\/p>\n<p>The methodology has four phases: Discovery, Alpha, Beta, Live &#8211; and beyond.\u00a0 While Agile is often used for software development, I hope this blog will show that the principles hold good for any business engineering project.<\/p>\n<p>I believe that getting Discovery right is the only foundation for a successful project.\u00a0 It\u2019s a great alternative to uninformed intuition.\u00a0 It is said we make 75% of our decisions based on assumptions \u2013 and a further 75% of those decisions are wrong.\u00a0 Users of public services deserve so much better.<\/p>\n<p>So let\u2019s start discovering!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction I\u2019m Angela Saunders, Product Manager at the Scottish Government.\u00a0 If you\u2019re on the point of starting a \u201cDigital Discovery\u201d project, I want to tell you about what we\u2019ve learned recently from ours.\u00a0 For those unfamiliar with the term, Discovery is the important first step in designing a public service.
