The Data & Intelligence Network (D&IN)<\/a> was established in May 2020 to provide evidence-based, objective analysis to inform local and national decision-making in response to COVID-19 outbreaks.<\/p>\n

Our framework<\/strong><\/p>\n

Due to the complexity that often can accompany sharing data and data systems, alongside the need for rapid and responsible use of information to manage the pandemic, it was agreed to develop the D&IN Ethical Framework<\/a> \u00a0to support ethical decision making. The\u00a0Ethical Framework is founded on a set of\u00a0core values and\u00a0principles that seek to embed transparency and trustworthy practices for use by project teams across Scotland\u2019s public sector. It can be applied to strategic decisions or to help frame problems or solutions\u00a0for when\u00a0members of the\u00a0D&IN\u00a0are seeking to use data\u00a0or digital technology. Providing a practical tool to help teams work through the moral and social dilemmas at the earliest point in their work so that the task of reconciling the privacy, rights and freedoms, are at the heart of decision making, promoting responsible and proactive use of data and technology.<\/p>\n

 <\/p>\n

Supporting ethical decision making<\/strong><\/p>\n

To make our framework easier to use we have created an Ethics Workbook<\/a>, which was designed in partnership with\u00a0The Data Lab<\/a>, who brought their practical ethical expertise from The Data for Children Collaborative with UNICEF <\/a>\u00a0to consult on and facilitate this piece of work. The Workbook is a core element of project design and delivery, a place where project teams can set out very clearly the public benefit and potential harms candidly and early enough in the process so that they can incorporate ethical decision-making from the outset. Project owners should also continue to refer\u00a0to the\u00a0Ethical Workbook throughout the project to\u00a0highlight\u00a0and address potential issues during the entirety of the\u00a0project lifecycle.<\/p>\n

It is recognised that the scale and scope of projects undertaken vary widely:\u00a0some have\u00a0a short time period,\u00a0while others may have\u00a0a\u00a0profound\u00a0and potentially\u00a0long-term\u00a0impact.\u00a0 The\u00a0Workbook is designed to help identify the scale of the work and any risks and benefits associated with this early in the process so that any public engagement can be taken into account in an ethical, appropriate and proportionate way.<\/p>\n

What does this mean for other information governance processes?<\/strong><\/p>\n

This\u00a0does not\u00a0replace\u00a0the vital\u00a0information governance systems\u00a0or the\u00a0need to comply with\u00a0legislation,\u00a0instead\u00a0the framework\u00a0asks teams working on\u00a0projects\u00a0to\u00a0focus on\u00a0the implications of their work for the benefit of the\u00a0public,\u00a0and where possible involve people in ways that make sure their data is being used to improve services and deliver robust insight in a manner they are comfortable with.<\/p>\n

In summary, the\u00a0Ethical Workbook acts\u00a0as a guide to provide project owners with a practical way of thinking about how their project will have an impact on the people of Scotland.<\/p>\n
