This is the eighth in a series of case studies.\u00a0 You can read the earlier case studies, and our other insights on our <a href=\"https:\/\/blogs.gov.scot\/digital\/tag\/digital-assurance-office\/\">blog.<\/a><\/p>\n<p>For over 200 years Scotland has relied on a ten year Census to underpin national and local decision making.\u00a0 The 2022 Census was the first predominantly digital Census collection.\u00a0 The Census is a long term programme and is undertaken by the NRS.<\/p>\n<p><a href=\"https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour.jpg\"><img decoding=\"async\" class=\"aligncenter size-large wp-image-4864 lazyload\" data-src=\"https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-1024x182.jpg\" alt=\"\" width=\"1024\" height=\"182\" data-srcset=\"https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-1024x182.jpg 1024w, https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-300x53.jpg 300w, https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-768x136.jpg 768w, https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-750x133.jpg 750w, https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour-802x142.jpg 802w, https:\/\/blogs.gov.scot\/digital\/wp-content\/uploads\/sites\/5\/2024\/01\/Scotlands-census-full-colour.jpg 1296w\" data-sizes=\"(max-width: 1024px) 100vw, 1024px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/182;\" \/><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The Census programme received a recommendation following a pilot Go Live Gate review for a Go-live Checklist to be established to support focus on key aspects of delivery as the programme progressed through the latter stages of readiness for go live. \u00a0The programme implemented this recommendation and the review team subsequently drew out the Go Live readiness checklist developed as \u2018having significant beneficial impacts and can be considered as an example of good practice\u2019.<\/p>\n<p><strong>Key Activities<\/strong><\/p>\n<p>The Census developed a Go Live checklist which can be adapted to meet the needs of different Go Lives within the programme.<\/p>\n<ul>\n<li>The checklist asks 3 questions:<\/li>\n<\/ul>\n<ol>\n<li><em>Are we ready?<\/em><\/li>\n<li><em>How can we prove we are ready?<\/em><\/li>\n<li><em>What level of risk are we carrying?<\/em><\/li>\n<\/ol>\n<ul>\n<li>It is based around the Technology Assurance Framework Go Live Gate Checklist and enables the programme to proactively consider what it needs to put in place \u2013 and evidence \u2013 before Go Live.<\/li>\n<li>It is discussed at a weekly Stand Up which then feeds through into a fortnightly Delivery Management Forum and the monthly Executive Board. The information in the checklist \u2018rolls up\u2019 the level of detail, enabling a strategic focus on the required steps, and risk being faced in delivering the required steps before Go Live. Where risks are escalating, management decisions can then be taken on mitigation.<\/li>\n<\/ul>\n<p><strong>Reflections and learning points<\/strong><\/p>\n<ol>\n<li>As a tool it has enabled the Census to navigate a number of Go Lives. It allows the programme to make a tangible shift in focus from delivery to Go Live, supporting a strategic view of what needs to be done in readiness for Go Live.<\/li>\n<li>The checklist has to make sense for the programme or project you are managing, context is everything.
