{"id":5096,"date":"2024-07-16T12:49:40","date_gmt":"2024-07-16T12:49:40","guid":{"rendered":"https:\/\/blogs.gov.scot\/digital\/?p=5096"},"modified":"2024-07-16T12:49:40","modified_gmt":"2024-07-16T12:49:40","slug":"technology-assurance-framework-what-we-learned-from-digital-scotland-service-standard-assessments-in-2023-24","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/digital\/2024\/07\/16\/technology-assurance-framework-what-we-learned-from-digital-scotland-service-standard-assessments-in-2023-24\/","title":{"rendered":"Technology Assurance Framework \u2013 what we learned from Digital Scotland Service Standard Assessments in 2023-24"},"content":{"rendered":"\r\n<p><strong>Guest blog by Laura Johnstone, Continuous Improvement team, Digital Assurance Office<\/strong><\/p>\r\n<p>The Digital Assurance Office, who administer the <a href=\"https:\/\/www.gov.scot\/policies\/digital\/technology-assurance-framework\/\">Technology Assurance Framework<\/a> (TAF), share the lessons learned from their assurance reviews to support others to deliver more successful projects and programmes.\u00a0<\/p>\r\n<p>This blog shares what we learned from the 28 Digital Scotland Service Standard (DSSS) assessments carried out in 2023-24. You can catch up on previous assurance insights on our <a href=\"https:\/\/blogs.gov.scot\/digital\/tag\/digital-assurance-office\/\">blog<\/a>.<\/p>\r\n<p><strong>DSSS assessments<\/strong><\/p>\r\n<p>New and transformed services are assessed against the <a href=\"https:\/\/www.gov.scot\/publications\/digital-scotland-service-standard\/\">Digital Scotland Service Standard <\/a>criteria. The criteria that were most challenging for service teams to meet in 2023-24 are described below alongside recommendations made as part of the assessment for improvement.\u00a0<\/p>\r\n<p><strong>Areas for improvement<\/strong><\/p>\r\n<p><a href=\"https:\/\/servicemanual.gov.scot\/everyone-use-service\">Criterion 5: Make sure everyone can use the service<\/a><\/p>\r\n<ul>\r\n<li>test the accessibility and inclusivity of the service by undertaking accessibility testing and accessibility audits<\/li>\r\n<li>prepare an accessibility statement which sets out compliance (and non compliance) with accessibility requirements and provides detail about plans to improve accessibility where relevant<\/li>\r\n<li>have targets to measure the accessibility of the service<\/li>\r\n<li>include diverse perspectives by engaging with a broad range of people<\/li>\r\n<li>ensure the service is inclusive and supports those with assisted digital needs and uses simple language<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/servicemanual.gov.scot\/iterate-improve-frequently\">Criterion 7: Iterate and improve frequently<\/a><\/p>\r\n<ul>\r\n<li>ensure that the live service is free of major technical debt\/unfixed bugs<\/li>\r\n<li>ensure that the service is designed in a way that can implement change frequently and that improvements are identified and prioritised based on good data<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/servicemanual.gov.scot\/define-success\">Criterion 9: Define what success looks like and publish performance data <\/a><\/p>\r\n<ul>\r\n<li>understand what success for the service looks like with clear, measurable metrics to show whether success has been achieved<\/li>\r\n<li>define the approach to publishing data to help inform and improve future government services<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/servicemanual.gov.scot\/operate-reliable-service\">Criterion 13: Operate a reliable service <\/a><\/p>\r\n<ul>\r\n<li>put in place effective end to end testing<\/li>\r\n<li>plan for major events<\/li>\r\n<li>have in place the processes and tools to operate the service<\/li>\r\n<\/ul>\r\n<p><a href=\"https:\/\/servicemanual.gov.scot\/sponsor-acceptance\">Criterion 14: Ensure sponsor acceptance<\/a><\/p>\r\n<ul>\r\n<li>have in place robust governance structures with routes for escalation and decision making and good risk management<\/li>\r\n<li>ensure operational organisations are included in the development of the service<\/li>\r\n<li>be open and transparent, with evidence of stakeholder mapping and communication plans<\/li>\r\n<\/ul>\r\n<p>14 of the 28 DSSS assessments were for medium to high risk\/cost services.
