{"id":5934,"date":"2026-07-16T08:41:39","date_gmt":"2026-07-16T08:41:39","guid":{"rendered":"https:\/\/blogs.gov.scot\/digital\/?p=5934"},"modified":"2026-07-16T08:47:15","modified_gmt":"2026-07-16T08:47:15","slug":"scottish-government-digital-academy-progress-update-on-deliverables","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/digital\/2026\/07\/16\/scottish-government-digital-academy-progress-update-on-deliverables\/","title":{"rendered":"Scottish Government Digital Academy: Progress Update on Deliverables"},"content":{"rendered":"<p><strong>Lee Dunn, head of the Scottish Government Digital Academy provides an update on the progress being delivered through the <a href=\"https:\/\/digitalacademy.gov.scot\/\">Scottish Government Digital Academy<\/a>.\u00a0 <\/strong><\/p>\n<p><span data-contrast=\"auto\">The <\/span><a href=\"https:\/\/www.gov.scot\/publications\/digital-strategy-scotland-vision-statement\/\"><span data-contrast=\"none\">Digital Strategy Vision Statement<\/span><\/a><span data-contrast=\"auto\">\u00a0and\u00a0the\u00a0<\/span><a href=\"https:\/\/www.gov.scot\/publications\/digital-strategy-scotland-sustainable-digital-public-services-delivery-plan-2025-2028\/\"><span data-contrast=\"none\">Sustainable Public Services Delivery Plan<\/span><\/a><span data-contrast=\"auto\"> were published in November 2025. Co-owned by the <\/span><a href=\"https:\/\/www.gov.scot\/\"><span data-contrast=\"none\">Scottish Government<\/span><\/a><span data-contrast=\"auto\"> and Local Government (<\/span><a href=\"https:\/\/www.digitaloffice.scot\/\"><span data-contrast=\"none\">Digital Office for Scottish Local Government<\/span><\/a> and <a href=\"https:\/\/www.cosla.gov.uk\/\">COSLA) <\/a><span data-contrast=\"auto\">these documents set out a shared programme of work to support the transformation of public services between 2026 and 2028.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Last year, we\u00a0established\u00a0the Digital Capability Advisory Group, bringing together representatives from public and third sector organisations across Scotland. The group\u2019s purpose is clear: to reduce duplication, strengthen collaboration and coordinate a more joined-up approach to developing digital capability.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Our work is currently focused on five key areas.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Open Education Resources (OER)<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We are working with our delivery partner,\u00a0<\/span><a href=\"https:\/\/www.thisismilk.co.uk\/\"><span data-contrast=\"none\">This Is Milk<\/span><\/a><span data-contrast=\"auto\">, to engage stakeholders and better understand the current landscape for Open Education Resources (OER).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This discovery work will inform the next phase of development as we move towards prototyping practical guidance and approaches that support greater collaboration. Our ambition is to create a more coordinated approach to professional learning, enabling organisations to share resources more effectively and reduce unnecessary duplication in content development.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While OER is not a new concept, the opportunity to apply it more systematically across the public sector\u00a0remains\u00a0significant. If we are serious about increasing collaboration and maximising the value of public investment in learning, we need to move beyond discussion and\u00a0establish\u00a0sustainable ways of sharing and reusing learning resources.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">National Standard for Professional Learning<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Digital and data professionals rely on continuous professional learning to keep their knowledge current, challenge their\u00a0thinking\u00a0and ensure their practice\u00a0remains\u00a0informed by evolving technologies and approaches.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, we know that the professional learning landscape is fragmented. Learning experiences can vary\u00a0considerably between\u00a0organisations, teams,\u00a0suppliers\u00a0and training providers.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To address this, we have completed our first series of stakeholder workshops, testing and\u00a0validating\u00a0the core principles and characteristics of effective professional learning. These discussions have helped shape a shared understanding of what high-quality professional\u00a0learning\u00a0looks like and how it can support capability building across the\u00a0public and third\u00a0sectors.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Our goal is to develop the National Standard for Professional Learning in partnership with stakeholders. The standard will provide a common language, shared\u00a0expectations\u00a0and clear aspirations for digital and data learning. It will help inform the design,\u00a0structure\u00a0and delivery of professional learning, while supporting learning designers and providers to better meet the needs of learners.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Importantly, the standard will also underpin future procurement activity, ensuring greater consistency and quality across commissioned learning provision. I will share more detail on this work later in the year.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Once developed, supporting resources and guidance will be made available through both the Digital Academy website and the\u00a0<\/span><a href=\"https:\/\/servicemanual.gov.scot\/\"><span data-contrast=\"none\">Digital Scotland Service Manual<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Data and Artificial Intelligence (AI)e Professional Learning<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Data and AI continue to reshape how organisations\u00a0operate\u00a0and deliver services, and the demand for capability in this area will only continue to grow.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Across the wider ecosystem, there is significant work underway, including the UK Government\u2019s development of a new Digital, Data,\u00a0AI\u00a0and Innovation Skills Framework.\u00a0I\u2019ll\u00a0share more about these developments later in the summer.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Within the Digital Academy, our focus is on creating a sustainable and scalable approach to developing data and AI capability. We are moving away from one-off interventions and short-term learning activity towards an embedded offer that forms part of our long-term prospectus.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Following the completion of our work with the\u00a0<\/span><a href=\"https:\/\/www.dl-academy.com\/\"><span data-contrast=\"none\">Data and AI Literacy Academy<\/span><\/a><span data-contrast=\"auto\">, we are now progressing a pilot with the\u00a0<\/span><a href=\"https:\/\/www.st-andrews.ac.uk\/\"><span data-contrast=\"none\">University of St Andrews<\/span><\/a><span data-contrast=\"auto\">\u00a0to develop stackable micro-credentials. The research phase has\u00a0concluded\u00a0and we have now moved into content design and development.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A key principle underpinning this work is that professional learning must support practitioners at every level. While foundational awareness is important, we also need opportunities for those already working in specialist areas such as software engineering, data\u00a0science\u00a0and technical delivery to continue developing advanced\u00a0expertise.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">You can expect to see further progress and early outputs\u00a0emerging\u00a0throughout the autumn.\u00a0Eventually, this pilot could be replicated across the further and higher education landscape.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Leadership<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Leadership development\u00a0remains\u00a0a core\u00a0component\u00a0of the Digital Academy\u2019s offer.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Our leadership prospectus has evolved significantly over recent years. Beginning with the Digital Champions Programme, we\u00a0subsequently\u00a0developed Leading in a Digital World, designed by senior leaders for senior leaders.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Since then, we have expanded our offer to include learning opportunities focused on agile leadership, data and AI, cyber security, technical architecture, digital ethics,\u00a0service\u00a0design\u00a0and the adoption of common digital solutions developed across government.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The next phase of this work is a comprehensive refresh of the leadership prospectus to ensure it\u00a0remains\u00a0relevant in an environment where technology, public expectations and service delivery models are changing rapidly.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Alongside this, I am working closely with Verity Hislop from the <a href=\"https:\/\/www.digitaloffice.scot\/\">Digital Office<\/a>, who co-chairs the Digital Capability Advisory Group with me, to design a new leadership programme spanning both Scottish Government and local government.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We share a strong belief that effective digital leadership is fundamentally human-centred. Throughout my\u00a0previous\u00a0articles and speaking engagements, I have consistently advocated for leadership approaches built on empathy, curiosity,\u00a0intuition\u00a0and meaningful connection. What I often describe as human Wi-Fi\u00a0remains\u00a0a critical capability for leaders\u00a0seeking\u00a0to navigate complexity and drive successful transformation.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Government Digital and Data Job Profiles<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Scottish Government continues to align with the\u00a0<\/span><a href=\"https:\/\/ddat-capability-framework.service.gov.uk\/role\/software-developer\"><span data-contrast=\"none\">UK Government Digital and Data Profession Capability Framework<\/span><\/a><span data-contrast=\"auto\">\u00a0(previously known as Digital, Data and Technology (DDaT)).<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In Scotland, we have incorporated Cyber Security as a dedicated job family alongside Architecture, Data, IT Operations, Product and Delivery, Quality Assurance and Testing, Software Development and User-Centred Design.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To strengthen consistency across government, the Digital Academy has developed a suite of standardised job profiles covering roles across these\u00a0job families. These profiles provide a clear description of each role, outline typical\u00a0responsibilities\u00a0and define the skills and capabilities\u00a0required\u00a0for successful performance.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">By creating greater alignment across government and agencies, these profiles will support workforce planning, recruitment, career\u00a0development\u00a0and capability building.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Later this year, we intend to make these resources available to\u00a0the\u00a0wider public and third sectors.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Looking Ahead<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We will continue to share progress across each of these deliverables as the work develops.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">An important principle guiding our approach is to work iteratively and incrementally, focusing on delivering value early and learning through continuous improvement.
