The Academy’s role as a centre of excellence for digital capability is central to supporting public service reform and the development of the Government Digital and Data profession across Scotland.

Whether we’re introducing someone to agile principles for the first time, helping leaders navigate complexity or supporting multidisciplinary teams to improve how they deliver services, our goal remains the same: creating opportunities for people to learn, connect and grow together.

Learning as a shared experience

One of the things that makes Academy courses different is that the learning doesn’t just come from our coaches and facilitators. It comes from participants sharing their experiences, challenges and insights with one another.

Some of our most valuable learning moments happen when people from different organisations, professions and backgrounds come together to discuss common problems and discover new approaches. These conversations help build connections across the public sector and create a shared understanding of how we can work differently to improve outcomes.

For that reason, participation matters. Every individual who joins a course contributes to the experience of the wider group. Learning is not something that happens in isolation. The collective knowledge, perspectives and experiences of delegates are often just as important as the content itself.

Building capability for the future

The recent publication of Serving Scotland: our five-year plan reinforces the importance of investing in skills, capability and adaptability. As the Scottish Government continues to modernise services and respond to increasing pressures on public services, there is a clear need to invest in people, develop new skills and create a more agile, responsive workforce.

At the Scottish Digital Academy, we see capability development as key to successful transformation. Alongside supporting the Government Digital and Data profession, we are helping organisations across the Scottish public sector build the skills needed to design, deliver and continually improve services around user needs.

As part of this work, we are also contributing to wider conversations around capability, skills and organisational readiness. Our emerging capability assessment work aims to help teams and organisations better understand their strengths, identify opportunities for improvement and make informed decisions about future investment in skills and learning.

This focus on capability is about more than individual development. It is about creating the conditions for meaningful and sustainable transformation across Scotland’s public sector.

Expanding our learning offer

Over the past year, we have continued to see strong demand for learning focused on agile delivery, collaboration and service improvement. Courses such as Introduction to Scrum and User Story Mapping remain among our most popular offerings, helping participants understand practical techniques that support iterative delivery, teamwork and a focus on user needs.

As demand grows, we are exploring new ways to make learning more accessible while maintaining the quality and depth that delegates value. One of the ways we are doing this is through a more flexible, tiered approach to learning.

This includes:

Awareness-level learning, providing accessible introductions to key concepts through self-directed e-learning, short learning modules and introductory workshops.

Applied-level learning, helping participants build practical skills through facilitated learning, exercises, discussion and real-world scenarios.

Learning pathways, enabling people to progressively develop their knowledge and capability over time in a way that aligns with their role, aspirations and experience.

This approach allows us to reach more learners across the public sector while ensuring that those who require deeper practical expertise have opportunities to develop and apply their skills.

We’re excited about the possibilities this creates and look forward to sharing more about these developments in the months ahead.

Learning that makes a difference

The impact of this approach is reflected in both delegate feedback and learning outcomes. Recent course evaluations show a significant increase in participants’ self-reported knowledge and confidence following Academy courses, with most delegates moving from little or moderate understanding before a course to above-average or significant levels afterwards. Just as importantly, participants report increased confidence in applying what they have learned in their day-to-day roles.

Following a recent User Story Mapping course, one delegate reflected on the value of creating accessible and engaging learning experiences:

“The course delivered exactly what I was hoping for. User stories is a term used frequently in my workplace and while I had an idea what it was, I am not directly involved in analysis or project delivery. The facilitator completely demystified it. They have a disarming way of making the apparently complex seem logical and obvious, which is very valuable to me in my role. A great course. Very insightful and delivered at a perfect pace with a good balance of instruction and collaboration.”

Feedback like this demonstrates the value of creating learning experiences that are practical, accessible and relevant, helping people across professions and disciplines develop the confidence to contribute to service improvement and transformation.

Making the most of learning opportunities

All Academy learning is provided free at the point of use, but it is only made possible through a significant investment of public resources.

Designing, developing, administering and delivering high-quality learning experiences requires considerable time, expertise and commitment from our teams, coaches and partners. Demand for many of our courses and programmes continues to exceed the number of places available, demonstrating the strong appetite for learning and development across Scotland’s public sector.

Every place on a course represents an opportunity to build capability, strengthen networks and support the wider transformation of public services. When learners are able to fully engage in those opportunities, the benefits extend far beyond the individual participant. Teams gain new skills, organisations build capability and public services are strengthened.

A collective commitment

Transformation is ultimately about people.

It depends on individuals being willing to learn, experiment, share experiences and support one another. Every time someone commits to a learning opportunity, contributes to a discussion or takes new ideas back into their organisation, they’re helping to build capability across Scotland’s public sector.

As we continue to evolve and expand our learning offer, we’re grateful to everyone who invests their time in learning with us. By participating fully and making the most of the opportunities available, learners help ensure that public resources are used effectively and that valuable learning opportunities remain available to colleagues across the sector.

Whether you are just beginning your learning journey or looking to deepen existing skills, we encourage you to take advantage of the opportunities available through the Academy. Explore our learning pathways, engage with our e-learning and facilitated courses, invest time in your own development and, when you secure a place on a course, make the most of the opportunity to learn, collaborate and contribute to Scotland’s transformation journey.

Together, we can continue building the skills, confidence and connections needed to transform public services and deliver better outcomes for the people of Scotland.

Dean Rhodes, Senior Agile Coach in the Scottish Digital Academy blogs about evolving their learning offer to help more people develop the skills, confidence and connections needed to drive transformation across Scotland’s public sector.
