It&#8217;s a move towards more open government.<\/em><\/p>\n<p>Guest blog from Matthew Lynch at the Parliamentary Counsel Office in Scotland who is leading this collaborative project modernising the way legislation is drafted. We\u2019re interested because it\u2019s a good example of putting users at the heart of any digital project. We wanted to share this story because it\u2019s an exciting development in building a more open government \u2013 using open data and open source where possible. Nothing unusual about that, they publish Bills all the time. These bills will be debated and become law.<\/p>\n<p>&nbsp;<\/p>\n<p>But, behind the scenes, these bills represent an exciting new stage for open data and open government in the UK.<\/p>\n<p>&nbsp;<\/p>\n<p>I&#8217;m the project lead for the Legislative Drafting, Amending and Publishing Programme.\u00a0Our aim is to deliver new digital tools for the entire legislative lifecycle \u2013 from drafting, through the parliamentary amendment process, to publication. It\u2019s a joint project between <a href=\"https:\/\/www.gov.scot\/about\/how-government-is-run\/directorates\/parliamentary-counsel-office\/\">Parliamentary Counsel Office in Scotland<\/a>, the Scottish Parliament, the UK Parliament, the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/office-of-the-parliamentary-counsel\/about\">Office of Parliamentary Counsel in London<\/a> and The UK National Archives.<\/p>\n<p>Those three Bills mentioned at the start are the first to be\u00a0drafted\u00a0and published using the new tools.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The challenge<\/strong><\/p>\n<p>The production of legislation is high profile and critical for parliaments and governments. Because of this, room for failure is small.\u00a0 Over\u00a0the\u00a0years, sophisticated, paper-based processes have evolved\u00a0to enable members of parliament to debate, scrutinise and change legislation.<\/p>\n<p>You probably know of <a href=\"https:\/\/www.legislation.gov.uk\/\">legislation.gov.uk<\/a>. It contains all our enacted legislation. It\u2019s a great source of data which provides legislation in a searchable form and in numerous formats.<\/p>\n<p>But until now the process\u00a0leading\u00a0up\u00a0to\u00a0that final, enacted\u00a0legislation has been largely paper based.<\/p>\n<p>While digital tools are used, they vary between organisations and are mostly there to support the production of paper documents. Support and compatibility issues also means several of those tools are\u00a0 reaching the end of their life.<\/p>\n<p>Any\u00a0new, digital-centric tool\u00a0needs\u00a0to\u00a0be\u00a0able\u00a0to support and improve existing parliamentary processes. Satisfying all user needs around that could easily in a project with endless scope. So we&#8217;re focusing on building the core tools that allow you to draft and manage legislation as data. We see ourselves as developing a\u00a0new legislation platform on which others can build tools and apps for internal and external audiences.<\/p>\n<p><a href=\"https:\/\/blogs.gov.scot\/digital-engagement\/wp-content\/uploads\/sites\/8\/2019\/10\/paper-and-pens-.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-945 aligncenter lazyload\" data-src=\"https:\/\/blogs.gov.scot\/digital-engagement\/wp-content\/uploads\/sites\/8\/2019\/10\/paper-and-pens--300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 300px; --smush-placeholder-aspect-ratio: 300\/225;\" \/><\/a><\/p>\n<p><strong>The improvement plan<\/strong><\/p>\n<p>We set out to put the data and users first and to build a new toolset for authoring, amending and managing legislation from scratch. So what are we doing?<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>We adopted an <a href=\"https:\/\/resources.mygov.scot\/criterion\/open-data\/\">open data<\/a> standard as a single internal and external data model so at all stages of the legislative lifecycle, we can use and share the legislation in an accessible data format. [<em>For the techies who are interested: The standard we adopted is <\/em><em><a href=\"http:\/\/www.akomantoso.org\/\">Akoma Ntoso<\/a><\/em><em> (standardised as LegalDocML by OASIS). This standard arose out of a UN sponsored project in Africa and is now widely adopted by parliaments across the world for publication of legislative data.]<\/em><\/li>\n<li>We&#8217;re building authoring, amending and management tools that you access from a browser. This means it\u2019s easier to roll out to users across a range of organisations. It also better reflects the fact that legislation is now predominantly consumed online.<\/li>\n<li>We&#8217;re building a single shared system between parliament and government, and between Scotland and the UK. So we get the benefits of a common, collaborative approach and\u00a0 ensure value for money.<\/li>\n<li>Where possible we&#8217;re trying to utilise <a href=\"https:\/\/resources.mygov.scot\/criterion\/open-source\/\">open source<\/a> components and to work in the open (subject to security). We\u2019re sharing with others what we&#8217;re up to and where we&#8217;re going. We&#8217;re not there yet, but I expect we&#8217;ll release code we&#8217;ve developed to contribute to the wider open data community.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>There\u2019s not a final version to share yet because it\u2019s an iterative development. It will be followed by a series of releases over the next year and a half covering secondary legislation and UK Bills and Acts.<\/p>\n<p>&nbsp;<\/p>\n<p>And already we&#8217;re seeing the benefits of this approach with real user feedback shaping the development of future releases.<\/p>\n<p>&nbsp;<\/p>\n<p>Seeing\u00a0the\u00a0first\u00a0Bills\u00a0published\u00a0is fantastic\u00a0but\u00a0it&#8217;s\u00a0early\u00a0days\u00a0with\u00a0a\u00a0lot\u00a0of\u00a0work ahead\u00a0of us. As we start to produce more quality data the next challenge is sharing it with as wide an audience as possible (via parliaments&#8217; open data portals and elsewhere) and stimulating its use.
