Building on the recommendations of an independent panel appointed to carry out a review of Scotland\u2019s planning system in 2015, the Scottish Government has been exploring thoroughly how data and technology could be far more effectively harnessed and deployed to transform the planning system and the way we make important decisions about how Scotland develops.<\/p>\n

Our publication of a Digital Strategy for Planning is the next step on this journey, and it\u2019s nearly time. The strategy will build upon the earlier and ongoing work of the planning reform programme, including the provisions of the Planning (Scotland) Act 2019 and all that is being done to implement the Act \u2013 to increase collaboration and to deliver high quality development for our communities.\u00a0 And it will build on the award-winning eDevelopment.scot service, which has already enjoyed great success through financial and process efficiencies. The strategy will outline the case for a sweeping digital transformation of Scotland\u2019s planning system, and will set out the Scottish Government\u2019s overarching ambitions to progress this further.<\/p>\n

It will contain evidence-based recommendations building on the work that we\u2019ve undertaken to understand the current landscape \u2013 most notably a comprehensive user research and horizon-scanning programme. In that work we engaged with users of the planning system and identified both obstacles and opportunities for improving the system. The vision and missions that the strategy will set out are directly informed by user needs, laying the foundation for a user-centric transformation of planning systems and ways of working.<\/p>\n
