{"id":2991,"date":"2020-12-15T16:08:32","date_gmt":"2020-12-15T16:08:32","guid":{"rendered":"https:\/\/blogs.gov.scot\/planning-architecture\/?p=2991"},"modified":"2020-12-15T16:13:55","modified_gmt":"2020-12-15T16:13:55","slug":"national-planning-framework-4-position-statement-getting-involved-and-having-your-say","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/planning-architecture\/2020\/12\/15\/national-planning-framework-4-position-statement-getting-involved-and-having-your-say\/","title":{"rendered":"National Planning Framework 4 Position Statement \u2013 getting involved and having your say"},"content":{"rendered":"<p>We published our <a href=\"https:\/\/www.gov.scot\/publications\/scotlands-fourth-national-planning-framework-position-statement\/\">NPF4 Position Statement<\/a> on 26 November 2020, setting out our current thinking towards the production of the next National Planning Framework.<\/p>\n<p>&nbsp;<\/p>\n<p>At the same time, we also published an updated <a href=\"https:\/\/www.transformingplanning.scot\/media\/2130\/programme-for-engagement-update-november-2020.pdf\">Programme for Engagement<\/a>. This updated document provides a summary of engagement so far and sets out plans and opportunities for continuing stakeholder participation over the next few months, which will begin in the new year. The main aim of this latest round of engagement will be to encourage and inform responses to the Position Statement, which we are inviting through the Scottish Government\u2019s <a href=\"https:\/\/consult.gov.scot\/planning-architecture\/national-planning-framework-position-statement\/\">consultation hub<\/a> by 19 February 2021.<\/p>\n<p>&nbsp;<\/p>\n<p>We are specifically supporting:<\/p>\n<p>&#8211; <u>all stakeholders<\/u>: we have published material on our dedicated <a href=\"https:\/\/www.transformingplanning.scot\/national-planning-framework\/position-statement\/\">Transforming Planning<\/a> website, including an updated self-read presentation explaining the contents of the position statement and additional background information. We hope this will help to stimulate any discussions.<\/p>\n<p>&#8211; <u>communities<\/u>: we have commissioned PAS to convene three online events in late January \/ early February 2020 with a focus on supporting community groups who want to respond to the Position Statement. Further details will be available from PAS in the new year and we will also publicise through Twitter \u2013 follow us <a href=\"https:\/\/twitter.com\/ScotGovPlanning\">@ScotGovPlanning<\/a>. Though the main aim is to encourage responses to the position statement, we will publish a short report of the issues raised.<\/p>\n<p>&#8211; <u>planning and other professions<\/u>: the RTPI will be convening themed roundtable sessions before mid-February. These will encourage attendees to consider whether the position statement is heading along the right lines towards a radical spatial strategy and policy changes. If you would like to express an interest in being involved, please contact RTPI Scotland on <a href=\"mailto:scotland@rtpi.org.uk\">scotland@rtpi.org.uk<\/a>.\u00a0 We will publish the outcomes from these discussions.<\/p>\n<p>&#8211; <u>children and young people<\/u>: PAS will also undertake three online workshops with children and young people so they have an opportunity to consider the position statement. We will publish the PAS report on our Transforming Planning website.<\/p>\n<p>&#8211; <u>Gypsy\/Traveller community<\/u>: \u00a0we are keen to capture the experiences of the community. PAS will therefore undertake a telephone survey of a number of community members. We will publish the PAS report on our Transforming Planning website.<\/p>\n<p>&#8211; <u>planning committee convenors<\/u> \u2013 we plan to meet with convenors of planning committees early in the new year and will extend a similar invitation to planning authorities\u2019 Heads of Planning.<\/p>\n<p>&#8211; <u>integrated impact assessment<\/u>: early in February 2021 we will bring together a number of groups and organisations to consider whether the position statement sets out sufficiently radical policy changes in the area of tackling inequalities.
