SPPN 2/2025: annual procurement reports for 2024 – 2025

We have published a new Scottish Procurement Policy Note (SPPN) providing details on how contracting authorities should notify Scottish Ministers of the publication of their annual procurement reports covering the financial year 2024-2025.

The Procurement Reform (Scotland) Act 2014 (“the 2014 Act”) requires all public bodies who expect to have procurement spend of £5 million or greater on regulated procurements in its next financial year to publish a procurement strategy, or update an existing one, before the start of that year. Those bodies should also publish an annual report on their regulated procurement activities as soon as reasonably practicable after the end of that financial year.

The SPPN has a supporting document template at Annex A – this template does not feature any new or additional questions for the 2024-2025 reporting period.

Although this SPPN is targeted at contracting authorities with an annual procurement expenditure of £5 million or greater who have a legal obligation under the 2014 Act, we encourage other contracting authorities to publish strategies and reports as a matter of good practice.
