Scottish Public Sector Procurement Spend 2022 – 2023

The Scottish Public Sector Procurement Spend Report for the financial year 2022 – 2023 has now been published, continuing the commitment to transparency and accessibility in Scottish public sector spending.
This report offers a detailed and visual overview of procurement spend across 108 Scottish public bodies’ during the reporting year helping to illustrate how public money is being spent and where opportunities are being created.
Despite a challenging economic landscape marked by global supply chain disruptions and reduced availability of consumer goods, the Scottish public sector maintained a strong focus on supporting local suppliers. The report highlights a consistent trend: the Scottish public sector continues to direct the majority of its procurement spend towards Scottish-based suppliers. Notably, spending with Scottish small and medium sized enterprises (SMEs) remains high, reinforcing the sector’s commitment to supporting local businesses.
Data sources and scope
All data presented in the report is sourced from the Scottish Procurement Information Hub (the Hub) which compiles verified Accounts Payable data from the 108 participating public sector bodies. The data was validated in February 2025 to align with the Procurement Activity – annual report 2022-2023.
Information on the Hub relates to known procurement spend with suppliers that were classed as commercial organisations or as non-trade social care providers, and with whom individual public bodies spent £1,000 or more in aggregate spend in the financial year 2022 – 2023.
Visualising spend across Scotland
The report includes a range of charts and maps that:
- show spend within each Scottish local authority
- highlight the number of suppliers used by each authority
- demonstrate the geographic distribution of procurement spend
These visuals provide clear evidence that public sector organisations continue to invest in Scottish businesses and promote local economic development.
Sector breakdown and commodity categories
The spend report also includes graphs on spend per commodity category for each of the four subsectors:
- NHS
- Higher and Further Education
- Local Authorities
- Central Government organisations (including core Scottish Government)
It is important to note commodity categories are based on the supplier’s main area of business, noted in public sources used for data cleansing for example companies house, and not the goods and services purchased by the buying organisation.
