SPPN 4/2025: Updates to thresholds derived from the GPA

We have published a new policy note on the changes coming to the GPA-derived procurement thresholds.

From 1 January 2026, the thresholds, which are used to determine whether a procurement is regulated by the procurement regulations, will change. These regulations refers to the Public Contracts (Scotland) Regulations 2015, the Utilities Contracts (Scotland) Regulations 2016 and the Concession Contracts (Scotland) Regulations 2016.

These updates are a routine adjustment required every two years to keep the regulations’ thresholds aligned with the World Trade Organisation’s Agreement on Government Procurement (GPA).

Please note that the Procurement Reform (Scotland) Act 2014 thresholds remain unchanged, however a separate project is underway to review these thresholds. If you are interested in this please consider responding to the public consultation which will close 8 January 2026.
