Annual update
We published the first ever Scottish Government SME and Third Sector Procurement Action Plan in April 2024. This strengthens and reiterates our commitment to small and medium-sized enterprises (SMEs) and third sector organisations as well as setting out how we continue collaborating with industry and the wider public sector in Scotland.
A year of progress
Our working group have been meeting regularly to drive forward the actions in the plan.
We have been collaborating and engaging with internal and external stakeholders to understand how we can leverage the full power of procurement to support SMEs and third sector organisations.

The Public Procurement Strategy for Scotland’s vision is ‘putting public procurement at the heart of a sustainable economy to maximise value for the people of Scotland’.
The Action Plan supports the implementation of this strategy as part of its ‘Good for Businesses and their Employees’ objective.
The importance of feedback forms the basis of this action plan – and it is built on a history of listening to industry using a we said, we did approach.
The plan is split into three themes:
- oversight and communications
- policy and practice
- systems and tools
