SPPN 4/2026: Changes to public procurement arising from the UK’s international agreements with India and Iraq

We have published a new Scottish Procurement Policy Note (SPPN) outlining changes to Scottish procurement legislation that implements the UK’s international agreements with India and Iraq.
In summary, the new agreements entitle bidders from India and Iraq to the same equal treatment as Scottish suppliers when bidding for contracts which are covered by these agreements. Bidders from India and Iraq will also be able to bring legal action on the same basis as Scottish suppliers.
