{"id":189,"date":"2017-10-31T09:19:05","date_gmt":"2017-10-31T09:19:05","guid":{"rendered":"https:\/\/blogs.gov.scot\/public-procurement\/?p=189"},"modified":"2018-06-25T10:34:31","modified_gmt":"2018-06-25T09:34:31","slug":"project-bank-accounts-one-year-on","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/public-procurement\/2017\/10\/31\/project-bank-accounts-one-year-on\/","title":{"rendered":"Project Bank Accounts \u2013 one year on"},"content":{"rendered":"<p>Project Bank Accounts (PBAs) were introduced into construction procurement projects from 31 October 2016.<\/p>\n<p>Since then, procurements for projects worth around \u00a3300 million have contained a PBA, with around another \u00a3400 million in the immediate pipeline. These projects cover a range of building and civil engineering work and Transport Scotland is at the forefront of implementing PBAs. Their experience is invaluable in helping refine procedures not only for on-going contracts, but also in preparation for procuring the next <a href=\"http:\/\/www.gov.scot\/Topics\/Government\/Procurement\/directory\/pscontractcentgovt\/BankingServices\">Banking Services framework contract<\/a>.<\/p>\n<h2>What have we been doing over the last year?<\/h2>\n<p>We have spoken at a range of events and meetings, addressing public bodies, contractors of all types, trade federations and professional institutions. Our <a href=\"http:\/\/www.gov.scot\/Topics\/Government\/Procurement\/policy\/ReviewProcConst\/projectbankaccounts\/PBAPolicyGuidance\">guidance for implementing PBAs<\/a> and its related branding and promotional work are recognised across the UK as being among best in class. Interest has also come from further afield, including Australia and the Republic of Korea. Also, public bodies investing in <a href=\"https:\/\/beta.gov.scot\/policies\/cities-regions\/city-region-deals\/\">City Region Deal <\/a>capital projects are encouraged to set up PBAs, as are organisations who commission new social and affordable housing. We are promoting policy beyond the immediate mandate of the <a href=\"http:\/\/www.gov.scot\/Topics\/Government\/Finance\/spfm\/Intro\">Scottish Public Finance Manual<\/a> and presenting another option to other bodies working in the public sector. Recently,\u00a0following a media article, we introduced PBAs to a major pension fund as way for them to enact their stated corporate ethos directly in their investment projects.<\/p>\n<p>PBAs exemplify the <a href=\"http:\/\/www.gov.scot\/Topics\/Government\/Procurement\/about\/spd-aims\">Scottish Model of Procurement<\/a> by enabling business friendly and\u00a0socially responsible purchasing.
