{"id":3117,"date":"2021-12-02T08:42:25","date_gmt":"2021-12-02T08:42:25","guid":{"rendered":"https:\/\/blogs.gov.scot\/public-procurement\/?p=3117"},"modified":"2021-12-02T08:42:25","modified_gmt":"2021-12-02T08:42:25","slug":"collaboration-is-key-to-delivering-shared-outcomes","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/public-procurement\/2021\/12\/02\/collaboration-is-key-to-delivering-shared-outcomes\/","title":{"rendered":"\u2018Collaboration is key\u2019 to delivering shared outcomes"},"content":{"rendered":"<p>Scottish Procurement are delighted to welcome a guest blog from <a href=\"https:\/\/www.bsa-org.com\/bsa-scotland\/\">BSA Scotland<\/a> Chair, Ian Gibson as he reflects on recent meetings with Scottish Government representatives, including an online roundtable with Nick Ford, Director of Scottish Procurement and Property.<\/p>\n<p>As suppliers approach the end of a busy year, recent discussions with government can be summed up in one word:\u00a0 collaboration.\u00a0 What that means in slightly more detail is \u2018the importance of equitable partnership working to achieve shared outcomes\u2019.<\/p>\n<ul>\n<li>The importance of <strong>outcomes<\/strong>: that\u2019s what the <a href=\"https:\/\/nationalperformance.gov.scot\/\">National Performance Framework<\/a> guides everyone towards \u2013 wellbeing, reducing inequalities, and growth which is both truly inclusive and sustainable.<\/li>\n<li>The importance of <strong>equity<\/strong>: that\u2019s what is wanted and needed as we rebuild from COVID.<\/li>\n<li>And the importance of <strong>partnership<\/strong>: we\u2019re all going to need to pull together if we are to achieve these aims \u2013 genuine collaboration between public, private and Voluntary, Community and Social Enterprise (VCSE) organisations, large and small.<\/li>\n<\/ul>\n<p>Embedding procurement reform across the public sector is a central part of that.\u00a0 So is a collaborative and constructive approach, in which goals are understood and aligned between partners and outcomes shared.<\/p>\n<p>We\u2019ve welcomed the publication of clear pipelines of work by the <a href=\"https:\/\/pipeline.scottishfuturestrust.org.uk\/\">Scottish Futures Trust<\/a> and others, so businesses and the voluntary sector can plan ahead on training and investment.\u00a0 Members have also <a href=\"https:\/\/www.kier.co.uk\/our-projects\/netherthird-primary-school\/\">welcomed<\/a> examples of genuine collaboration and early engagement, so ideas on innovation or social benefits can be shared.<\/p>\n<p>And it\u2019s welcome whenever strategic leadership teams, procurement teams and policies align, so commissioning decisions are driven by value and by local priorities &#8211; not simply by lowest cost. But this is a two-way process.\u00a0 For equitable partnership working to achieve shared outcomes, suppliers too must play their part.<\/p>\n<p>Here are four examples:<\/p>\n<p><strong>First, Fair Work.\u00a0 <\/strong><\/p>\n<p>As well as seeking to drive forward equity, the benefits of <a href=\"https:\/\/www.gov.scot\/publications\/implementation-of-fair-work-first-in-scottish-public-procurement-sppn-6-2021\/\">SPPN 6\/2021<\/a> are clarity and a level playing field.\u00a0 If businesses and VCSE organisations know there is a requirement to pay the Real Living Wage, alongside implementing other Fair Work criteria, they can have confidence that in doing so they won\u2019t be undercut in the bidding stage by those who do not.<\/p>\n<p><strong>Second, Just Transition.\u00a0 <\/strong><\/p>\n<p>COP26 highlighted the importance of making sure future growth is sustainable as well as inclusive.\u00a0 <a href=\"https:\/\/www.gov.scot\/publications\/taking-account-of-climate-and-circular-economy-considerations-in-public-procurement-sppn-1-2021\/\">SPPN1\/2021<\/a> too was welcome, but in many ways we are at the foothills of what can be achieved through partnership working on Net Zero.\u00a0 We\u2019ve <a href=\"https:\/\/www.bsa-org.com\/net-zero\/\">published<\/a> case studies of members, operating in Scotland and the rest of the UK, who are working in partnership with the public and private sectors alike on the path to Net Zero.\u00a0 They also demonstrate the role and responsibility larger organisations have in supporting SMEs in their supply chains down that path.<\/p>\n<p><strong>Third, supporting Place.\u00a0 <\/strong><\/p>\n<p>COVID-19 has highlighted both our interconnectedness and the distinct needs of individual communities &#8211; because a global virus has nevertheless affected different communities very differently. \u00a0As suppliers look to leave a lasting legacy from service and infrastructure provision, that legacy must be driven by the priorities of the communities themselves.\u00a0 That\u2019s why suppliers large and small need to embed themselves in communities, and why procurement priorities must be driven by the needs of the community concerned.<\/p>\n<p>Community Wealth Building must involve all stakeholders pulling together \u2013 including <a href=\"https:\/\/www.bsa-org.com\/wp-content\/uploads\/2021\/04\/BSA-best-practice-document-FINAL-WEB-1.pdf\">equitable partnership working<\/a> between larger companies and SMEs in their supply chains, building up those SMEs and supply chain resilience in the process.\u00a0 Ultimately communities are about people, and employers also need to work in partnership identifying local skills gaps and demands and supporting training programmes.<\/p>\n<p><strong>Finally, the Future of Work.\u00a0 <\/strong><\/p>\n<p>How can we use new hybrid ways of working to make work more inclusive and equitable?\u00a0 How do we use the opportunity of more remote working to enable a wider group of people to access those jobs which can be done remotely?\u00a0 How do we achieve better work-life balance?\u00a0 And how do we aim for equity between those roles which can be done from home and which cannot?\u00a0 Employers have a central role to play here. So too have Place Leaders, in linking the needs of their communities, through procurement policies, to jobs and training and digital provision.<\/p>\n<p>If 2022 is going to be the year of inclusive and sustainable rebuilding, it will need to be even busier than 2021.\u00a0 And the importance of collaboration even greater.<\/p>\n<p>To find out more about Public Procurement in Scotland, please
