{"id":4302,"date":"2022-11-14T13:55:21","date_gmt":"2022-11-14T13:55:21","guid":{"rendered":"https:\/\/blogs.gov.scot\/public-procurement\/?p=4302"},"modified":"2022-11-14T13:55:21","modified_gmt":"2022-11-14T13:55:21","slug":"living-wage-week-2022","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/public-procurement\/2022\/11\/14\/living-wage-week-2022\/","title":{"rendered":"Living Wage Week 2022"},"content":{"rendered":"<p><iframe title=\"Living Wage Week 2022\" data-src=\"https:\/\/player.vimeo.com\/video\/770708426?h=a07e31417e&amp;dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" data-load-mode=\"1\"><\/iframe><\/p>\n<p>As <a href=\"https:\/\/scottishlivingwage.org\/living-wage-week\/\" target=\"_blank\" rel=\"noopener noreferrer\">Living Wage Week<\/a> has rolled round again, we are reflecting on the 12 months since last year&#8217;s <a href=\"https:\/\/www.gov.scot\/news\/supporting-fair-work-practices\/\">announcement<\/a> on supporting fair work practices in public sector contracts.<\/p>\n<p>Since then, we have <a href=\"https:\/\/www.gov.scot\/publications\/procurement-reform-scotland-act-2014-statutory-guidance\/\">published statutory guidance<\/a> which includes a new chapter titled Fair Work First requirements in procurement. The update reflects development of the Scottish Government\u2019s policy on Fair Work First (FWF), including payment of the real Living Wage and its application within Scottish public procurement. This delivered on one of the recommendations made by the Fair Work Convention\u2019s Construction Inquiry:<\/p>\n<blockquote><p><em>Recommendation 5: Guidance should be updated to make clearer the connections between fair work, sustainable procurement duties, community benefits and discretionary and mandatory exclusions. The guidance should support more use of discretionary exclusions when a contractor or sub-contractor has breached its labour law obligations.<\/em><\/p><\/blockquote>\n<p>All of our National Collaborative <a href=\"https:\/\/www.gov.scot\/publications\/frameworks-and-contracts\/\" target=\"_blank\" rel=\"noopener noreferrer\">Framework Agreements<\/a> now include a requirement for suppliers to pay staff involved in the delivery of goods, works and services under the framework agreement, at least the real Living Wage.\u00a0 Recently issued &#8216;Invitation To Tenders&#8217; (ITTs) mandating the real Living Wage and including the FWF criteria:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.gov.scot\/publications\/procurement-managed-print-solutions-framework\/\" target=\"_blank\" rel=\"noopener noreferrer\">Managed print solutions<\/a> &#8211; \u00a325 million over 4 years &#8211; now awarded<\/li>\n<li><a href=\"https:\/\/www.gov.scot\/publications\/technology-peripherals-and-infrastructure-framework-sp-21-012\/\" target=\"_blank\" rel=\"noopener noreferrer\">IT Peripherals<\/a> &#8211; \u00a350 million over 4 years \u00a0&#8211;\u00a0 now awarded<\/li>\n<li><a href=\"https:\/\/www.gov.scot\/publications\/procurement-marketing-services-framework\/\" target=\"_blank\" rel=\"noopener noreferrer\">Marketing Services Framework<\/a> &#8211; \u00a340 million over 4 years\u00a0 &#8211;\u00a0now awarded<\/li>\n<li>Temporary and Interim Staff Services &#8211; \u00a3450 million over 4 years<\/li>\n<li>Print Services Framework &#8211; \u00a332m over 4 years<\/li>\n<li>Software Added Value Reseller Framework &#8211; \u00a3200m over 4 years<\/li>\n<li>Mobile Voice and Data &#8211; \u00a330m over 4 years (note: <a href=\"https:\/\/www.publiccontractsscotland.gov.uk\/Search\/Search_AuthProfile.aspx?ID=AA10482\" target=\"_blank\" rel=\"noopener noreferrer\">ITT is due to issue w\/c 15 November<\/a>)<\/li>\n<li>Electricity Framework Agreement &#8211; \u00a33.5billion over 6 years (note: I<a href=\"https:\/\/www.publiccontractsscotland.gov.uk\/Search\/Search_AuthProfile.aspx?ID=AA10482\" target=\"_blank\" rel=\"noopener noreferrer\">TT is due to issue w\/c 15
