{"id":5454,"date":"2024-02-01T12:07:54","date_gmt":"2024-02-01T12:07:54","guid":{"rendered":"https:\/\/blogs.gov.scot\/public-procurement\/?p=5454"},"modified":"2024-02-01T15:45:23","modified_gmt":"2024-02-01T15:45:23","slug":"participation-framework-agreement","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/public-procurement\/2024\/02\/01\/participation-framework-agreement\/","title":{"rendered":"Participation Framework Agreement"},"content":{"rendered":"<p><strong>Background<\/strong><\/p>\n<p><em>\u201cScottish Government\u2019s vision for public participation is that people can be involved in the decisions that affect them, making Scotland a more inclusive, sustainable and successful place\u201d \u2013 George Adam MSP, Minister for Parliamentary Business, 2023.<\/em><\/p>\n<p>Since the <a href=\"https:\/\/www.gov.scot\/publications\/commission-future-delivery-public-services\/\">Christie Commission on the future of public services<\/a> concluded that services must be designed and built through collaboration, the Scottish Government has committed to increasing the use of participatory approaches.<\/p>\n<p>&#8216;Participation&#8217; describes how people get involved in decisions which affect or are important to them.<\/p>\n<p>Participatory democracy improves government decision making as people are involved in determining the outcomes that will impact them, their families and their communities. It is also a vital driver for public service reform.<\/p>\n<p>The Scottish Government has made progress to involve people in the development of government policies, services and legislation. We have developed a\u00a0<a href=\"https:\/\/www.gov.scot\/publications\/participation-framework\/\">participation guide<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.gov.scot\/publications\/the-scottish-approach-to-service-design\/\">Scottish Approach to Service Design<\/a> for public sector staff to support the public to actively participate in the definition, design and delivery stages of government decisions.<\/p>\n<p>We have also adopted a version of the International Association of Public Participation\u2019s (IAP2) Spectrum of Public Participation to guide the organisation\u2019s approach to engaging with the public:<\/p>\n<ul>\n<li><strong>Inform:<\/strong> To provide the public with balanced and objective information<\/li>\n<li><strong>Consult:<\/strong> To obtain feedback on analysis, alternatives, proposals and\/or decisions<\/li>\n<li><strong>Involve: <\/strong>To work directly with participants throughout the policy\/decision making process to ensure that their concerns and aspirations are consistently understood and considered<\/li>\n<li><strong>Collaborate: <\/strong>To partner with participants in each aspect of the decision, including defining the issues, developing alternatives and identifying preferred solutions<\/li>\n<li><strong>Delegate:<\/strong> To place final decision-making in the hands of the participants<\/li>\n<\/ul>\n<p>Improving public participation has been a key priority in each of <a href=\"https:\/\/www.gov.scot\/collections\/open-government-documents\/#actionplan2021to2025:co-creationprocess\">Scotland\u2019s Open Government Action Plans<\/a>. Scotland\u2019s <a href=\"https:\/\/www.gov.scot\/publications\/community-empowerment-scotland-act-summary\/\">Community Empowerment Act<\/a>\u00a0has also enabled individuals and communities to have a greater say in the decisions that affect public services.<\/p>\n<p>To support further meeting our ambitions for public participation, we have carried out a number of innovative participatory approaches to involve people in the work of government. These methods have included:<\/p>\n<ul>\n<li>two Citizens&#8217; Assemblies<\/li>\n<li>Citizens&#8217; Juries<\/li>\n<li>mini-publics<\/li>\n<li>lived experience panels\u00a0and<\/li>\n<li>participatory budgeting<\/li>\n<\/ul>\n<p>In 2021, we also convened the <a href=\"https:\/\/www.gov.scot\/publications\/report-institutionalising-participatory-deliberative-democracy-working-group\/pages\/10\/\">Institutionalising Participative and Deliberative Democracy (IPDD) Working Group<\/a> to provide recommendations on how Scotland can establish infrastructure for high quality participatory and deliberative engagements.<\/p>\n<p>We <a href=\"https:\/\/www.gov.scot\/publications\/scottish-government-response-institutionalising-participatory-deliberative-democracy-working-group\/pages\/3\/\">responded<\/a> to each recommendation outlined in the report, and confirmed that we will adopt the\u00a0<a href=\"https:\/\/www.gov.scot\/publications\/supporting-document-report-ipdd-working-group-values-principles-standards-participation-democratic-innovations-citizens-assemblies\/\">values, principles and standards<\/a> as advised by the working group.<\/p>\n<p><strong>Participation Framework Agreement<\/strong><\/p>\n<p>To further advance our commitment to increasing the use of participatory processes and to establish a person-centered approach across government, the Scottish Government announced its intention to commission a Participation Framework Agreement in December 2023.<\/p>\n<p>This follows the development of the <a href=\"https:\/\/www.publiccontractsscotland.gov.uk\/search\/show\/search_view.aspx?ID=JAN469122\">Children and Young People Participation Framework Agreement<\/a> that was established to support the growing need for children and young people\u2019s participation in decision-making and policy design at Scottish Government.<\/p>\n<p>The Participation Framework Agreement will aim to create a co-ordinated approach to commissioning participatory work with adults at the Scottish Government.<\/p>\n<p>The Framework will appoint suppliers who are assessed as having the skills and expertise to design and deliver high quality and inclusive engagements with a wide range of people \u2013 particularly those identified as being seldom heard and furthest from decision making.<\/p>\n<p>It is anticipated that the appointed suppliers will be both organisations operating at a national level and those working within specific communities. These organisations will engage with and represent a diverse range of people, using both digital and in person participatory approaches.<\/p>\n<p><strong>Register your interest<\/strong><\/p>\n<p>To
