{"id":6548,"date":"2026-05-28T13:54:08","date_gmt":"2026-05-28T12:54:08","guid":{"rendered":"https:\/\/blogs.gov.scot\/public-procurement\/?p=6548"},"modified":"2026-05-28T13:54:08","modified_gmt":"2026-05-28T12:54:08","slug":"delivering-savings-community-benefits-and-environmental-impact-through-national-frameworks","status":"publish","type":"post","link":"https:\/\/blogs.gov.scot\/public-procurement\/2026\/05\/28\/delivering-savings-community-benefits-and-environmental-impact-through-national-frameworks\/","title":{"rendered":"Delivering savings, community benefits and environmental impact through national frameworks"},"content":{"rendered":"<p>At its core, the <a href=\"https:\/\/www.gov.scot\/publications\/water-and-waste-water-services-framework\/\">National Water and Waste Water Framework<\/a> is a national contract that allows public sector organisations to access water and waste water billing services, along with automated meter reading and water efficiency support.<\/p>\n<p>However, the framework goes far beyond these core services, delivering substantial financial savings, improved billing accuracy and proactive support that helps organisations reduce costs, manage budgets and meet climate and carbon reduction targets. It also provides environmental benefits through reduced water usage, leak detection and lower CO\u2082 emissions, while generating strong social value through investment in apprenticeships, skills development and community initiatives.<\/p>\n<p>Used by more than 220 public bodies with an annual spend of around \u00a380 million, the framework plays a vital role in how Scotland\u2019s public sector manages water use, budgets and sustainability.<\/p>\n<p><strong>Why the framework matters<\/strong><\/p>\n<p>The relet of the framework wasn\u2019t just business as usual. While reliable billing and meter readings remain essential, there was also a clear focus on supporting organisations to improve water efficiency and reduce waste. This helps public bodies meet Climate Emergency commitments while lowering both environmental impact and costs.<\/p>\n<p><strong>Setting clear aims<\/strong><\/p>\n<p>From the outset, the framework had clear ambitions beyond delivering a robust billing service. It aimed to:<\/p>\n<ul>\n<li>support environmental and climate targets<\/li>\n<li>generate savings across the public sector<\/li>\n<li>provide employment opportunities for young people<\/li>\n<li>raise awareness of sustainability issues<\/li>\n<\/ul>\n<p>Bidders were required to employ at least two apprentices working on the contract and deliver a school outreach programme focused on water and environmental education.<\/p>\n<p><strong>Building the framework<\/strong><\/p>\n<p>A key strength of the framework was the level of engagement with both the market and customers. A Prior Information Notice (PIN) and Requests for Information (RFI) were issued via Public Contracts Scotland, allowing suppliers to provide feedback on service scope, pricing and lessons from the previous framework.<\/p>\n<p>At the same time, a User Intelligence Group (UIG) brought together customers with subject matter expertise to help shape the approach, alongside wider input from surveys and stakeholder discussions.<\/p>\n<p>This collaborative approach ensured the framework reflected current market conditions and customer needs, with the Open Procedure ultimately chosen to maximise competition.<\/p>\n<p><strong>Tackling a major challenge: a new billing system<\/strong><\/p>\n<p>A significant challenge arose during implementation when the supplier introduced a new billing system. While offering long-term improvements, it posed risks to billing continuity and customer operations.<\/p>\n<p>To manage this, a structured risk approach was adopted, including clear communication, customer involvement in trial billing, and close monitoring through regular operational meetings. This helped maintain billing performance and minimise disruption during the transition.<\/p>\n<p><strong>Results that exceeded expectations<\/strong><\/p>\n<p>The framework delivered results well beyond expectations. It achieved \u00a323.4 million in annual cost-avoidance savings, over five times the original estimate of \u00a34.5 million. Strong competition and effective market engagement were key to this outcome.<\/p>\n<p>Water efficiency savings also exceeded projections, rising from an expected \u00a31 million to \u00a32 million per year. This was driven by proactive supplier engagement, including initiatives such as leak detection and improved meter management, helping customers reduce costs and meet environmental targets.<\/p>\n<p><strong>Community and social benefits<\/strong><\/p>\n<p>Community benefits were another major success. While the framework set expectations, delivery went well beyond them. Nine community benefits were delivered (instead of six) and four apprentices were employed instead of the required two. One standout example is the Water Efficiency Fund, worth \u00a3100,000 per year over the life of the framework. This funding has supported real, practical projects across the public sector.<\/p>\n<blockquote><p>A spokesperson from Building Services and Energy Manager at National Museums Scotland, said: <em>\u201c<\/em>We\u2019re absolutely delighted to have received funding from Business Stream which will help us better understand our water use so we can identify savings and work towards our sustainability goals.\u201d<\/p><\/blockquote>\n<p>Other recipients include NHS Forth Valley and West Lothian Council, with projects ranging from water-efficient fittings to reducing water use in schools. On top of that, Business Stream introduced a number of initiatives not included in the original specification:<\/p>\n<ul>\n<li>work experience placements for school pupils from priority groups<\/li>\n<li>financial support for students studying STEM (Science, Technology, Engineering, and Mathematics) subjects<\/li>\n<li>mentoring and placements through Career Ready<\/li>\n<li>a national outreach programme promoting water efficiency, including 500 free HIVE units for schools<\/li>\n<\/ul>\n<p>Lessons learned and successful social value outcomes from this procurement exercise influenced our approach to community benefits and have already shaped other frameworks:<\/p>\n<ul>\n<li>our Electricity framework now includes free energy efficiency consultancy each year<\/li>\n<li>our Gas framework offers a \u00a325,000 annual community benefit fund, supporting projects like e\u2011bikes, children\u2019s books, and debt advice<\/li>\n<\/ul>\n<p>To showcase the successful social value outcomes delivered from our Water and Waste Water framework, we shared details of all mandatory and supplier proposed community benefits on the <a href=\"https:\/\/www.gov.scot\/publications\/water-and-waste-water-services-framework\/\">framework webpage<\/a> which is accessible to existing and new framework customers and the wider public sector. Customers on the framework were also sent direct communications about the community benefits available under the framework.<\/p>\n<p>The National Water and Waste Water Framework shows what\u2019s possible when procurement looks beyond cost and compliance to deliver real, lasting impact.
