The updates are designed to ensure a consistent, proportionate approach and clarify how plans should be assessed.<\/p>\n<p>These changes are intended to support consistent application across the public sector while avoiding unnecessary burdens on buyers and suppliers.<\/p>\n<p><strong>Updated guidance<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.procurementjourney.scot\/additional-resources\/climate-emergency\/what-do-i-do-on-climate\">Procurement Journey guidance<\/a><\/li>\n<li><a href=\"https:\/\/www.supplierjourney.scot\/additional-resources\/climate-emergency\/what-do-i-need-do-climate\">Supplier Journey guidance<\/a><\/li>\n<\/ul>\n<p><strong>Why are we changing this?<\/strong><\/p>\n<p>We conducted a survey on the use of SPD 4C.7 and the Bidder Climate Change Plans during the November 2025 Heads of Procurement meeting.<\/p>\n<p>The survey explored:<\/p>\n<ul>\n<li>whether buyers were using the plan templates<\/li>\n<li>how the templates were being used (as selection criteria or for information only)<\/li>\n<li>whether buyers are confident in determining relevant and priority contracts<\/li>\n<li>whether bidders, including SME bidders, are able to complete the plans<\/li>\n<li>where buyers direct bidders for support<\/li>\n<li>if more support is needed for buyers and\/or bidders<\/li>\n<\/ul>\n<p><strong>What was the feedback?<\/strong><\/p>\n<p>We received 83 responses, from across the sector. Key themes included:<\/p>\n<ul>\n<li>buyers would like more guidance and training in this area<\/li>\n<li>some bidders, including SMEs, require further support, but support needs to be proportionate and manageable<\/li>\n<li>clearer guidance is needed that climate change plans are assessed on a pass\/fail basis only and should not be scored<\/li>\n<li>Climate change plans should only be requested for tenders where relevant and proportionate<\/li>\n<\/ul>\n<p><strong>What\u2019s new?<\/strong><\/p>\n<p><strong>Procurement Journey updates:<\/strong><\/p>\n<ul>\n<li>clearer guidance for buyers on using SPD 4C.7 question and the Bidder Climate Change Plan templates, emphasising relevance and proportionality to the contract<\/li>\n<li>added reference and link to the Climate Literacy eLearning module on the <a href=\"https:\/\/sustainableprocurementtools.scot\/\">Sustainable Procurement Tools<\/a><\/li>\n<li>confirmation that climate change plans are assessed on a pass\/fail basis only and should not be subject to a scored evaluation criterion<\/li>\n<li>removal of previous reference to progression timescales to allow a focus on embedding current best practice<\/li>\n<li>updated templates and examples available for buyers and suppliers<\/li>\n<\/ul>\n<p>A <a href=\"https:\/\/www.procurementjourney.scot\/sites\/default\/files\/Supplier%27s%20Guide%20to%20Bidder%20Climate%20Change%20Plans.docx\">new supplier guidance document<\/a> that should be included alongside the procurement documents has also been introduced. This step-by-step guide supports suppliers in completing the templates and directs them to relevant tools and resources.
