In reality, the rural economy is vibrant, diverse, and changing all the time. My job is to build on that vibrancy, and encourage more diversity, to help grow that economy and bolster Scotland\u2019s rural population.<\/p>\n<p>In order to achieve those aims, it\u2019s imperative that the Scottish Government understands the makeup of the rural economy, which means gathering accurate and up-to-date information. To that end we have produced a \u2018<a href=\"http:\/\/www.gov.scot\/Publications\/2018\/02\/3310\" target=\"_blank\" rel=\"noopener\">Working Paper<\/a>\u2019, which sets out our current understanding of the Scottish rural economy: capturing information on household and employment data, as well as identifying key challenges, such as broadband services and fuel poverty.<\/p>\n<p>In order to better understand the data, we also developed a new, more in-depth classification system, which divides the country by its rural or urban characteristics rather than by geographic, or local authority boundaries*.<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-207 alignleft lazyload\" data-src=\"https:\/\/blogs.gov.scot\/scotlands-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-300x209.png\" alt=\"\" width=\"347\" height=\"242\" data-srcset=\"https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-300x209.png 300w, https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-768x534.png 768w, https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-1024x713.png 1024w, https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-736x512.png 736w, https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification-604x420.png 604w, https:\/\/blogs.gov.scot\/rural-environment\/wp-content\/uploads\/sites\/34\/2018\/02\/RESAS-Classification.png 1437w\" data-sizes=\"(max-width: 347px) 100vw, 347px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 347px; --smush-placeholder-aspect-ratio: 347\/242;\" \/><\/p>\n<p><strong><em>The report<\/em><\/strong><\/p>\n<p>Perhaps the most striking finding of the report is how similar the rural and urban economies of Scotland are. For example, the largest sectors of both the rural and urban economy are \u2018Public Administration; Health; Education\u2019 (27% of GVA in <em>Island and Remote Scotland<\/em> and 21% of GVA in <em>Mainly Rural<\/em> compared to 23% in <em>Larger Cities <\/em>and <em>Urban with Substantial<\/em> <em>Rural<\/em> areas) and \u2018Distribution, Wholesale and Retail\u2019 in terms of their Gross Value Added (GVA), 21% of GVA in Island and Remote Scotland and in <em>Mainly Rural<\/em>, compared to 16% in <em>Larger Cities<\/em> and 20% in <em>Urban with Substantial<\/em> <em>Rural<\/em> areas.<\/p>\n<p>In contrast with the common perception of the economy of Rural Scotland as dominated by agriculture and estates, the report also highlights that the traditional rural industries of \u2018Agriculture, Fisheries and Forestry\u2019 account for just 4% of the GVA in <em>Islands and Remote<\/em> Scotland, and 3% in <em>Mainly Rural<\/em> Scotland. This makes \u2018Agriculture, Fisheries and Forestry\u2019 one of the three smallest sectors in the rural economy in terms of GVA. Whereas, across Scotland as a whole, these industries account for 1.3% of the GVA. By comparison the Public Administration accounts for (23%) and \u2018Distribution, Wholesale and Retail\u2019 represents (19%) of the Scottish Economy as a whole.<\/p>\n<p>In terms of Scotland\u2019s overall GVA growth, the story is a positive one, with substantial growth since 2007. That growth has been highest in <em>Mainly Rural <\/em>Scotland. The fastest growing sector in the rural economy is \u2018Business Services\u2019 (up by 169 %) and \u2018Others\u2019 (up by 148%) &#8211; which includes \u2018Arts\u2019, \u2018Entertainment and Recreation\u2019, \u2018Household\u2019, and \u2018Other Service Activities\u2019. One discouraging aspect of the report is that &#8211; based on hourly wages &#8211; women living in <em>Remote Rural<\/em> Scotland appear to have the lowest annual income of any group, and the largest median Gender Pay gap &#8211; being at \u00a35,076.<\/p>\n<p>This is a problem that the Scottish Government has been working hard to address and, last year, we launched the ground-breaking \u2018Women in Agriculture Taskforce\u2019, which I co-chair. The taskforce\u2019s aim is to champion better representation for women in that sector by encouraging better succession planning, and better access to training and progression, amongst other things.<\/p>\n<p>Another finding is that levels of employment, and patterns of employment are different in Scotland\u2019s rural and urban areas: unemployment is lower in rural areas, and there are more people working part-time or self-employed in those areas as well.<\/p>\n<p>And it is no surprise to see that small businesses employ more than two-thirds (68%) of private sector employees in Scotland\u2019s remote rural areas. That compares with just 32% employed by SMEs in the rest of Scotland.<\/p>\n<p>So this new data tells us that Scotland\u2019s rural economy is growing at a steady rate, with more notable growth in industries like communications, the arts and recreation. It also tells outlines the vital importance of small businesses to those parts of the Country, and highlights a few areas where improvement needs to be \u2013 and in many cases is being \u2013 made.<\/p>\n<p><strong>BACKGROUND<\/strong><\/p>\n<p>* This paper divides Scotland\u2019s local authorities into four categories, and then uses Gross Value Added data to tell a story about what Scotland\u2019s rural economy looks like. This replaces the Randall Classification (1985), which divided Scotland\u2019s local authorities in two, and which in is now seen as out of date. The two most rural categories are: <em>Islands and Remote<\/em>, and <em>Mainly Rural<\/em>.
