Health and Social Care Information Sharing Strategic Framework 2014-2020

The need for effective sharing of information has never been greater if we are to truly reform public services. Information sharing, to meet the needs of people, practitioners and organisations, is essential to support Scotland’s commitment to integrated, person-centred care, across adult and children’s services. At a time when strategic leaders are forming new governance groups, such as new integrated partnership arrangements for health and social care, there is a clear case for the sharing of operationally-focussed information to best support improved outcomes for people.

The national Information Sharing Board (ISB), which has representation from Local Authorities, NHSScotland, the third sector and the Scottish Government, led the development of the Health and Social Care Information Sharing Strategic Framework 2014-2020. Following extensive consultation with stakeholders from across the Scottish public sector, the Strategic Framework has been agreed and has been formally endorsed by key governance groups including the National Data Management Board, the Local Government ICT Board and the eHealth Strategy Board.

The Strategic Framework focusses on the importance of appropriate data sharing between citizen-facing organisations and professionals when delivering health and care services. It sets out the protocols, high-level interoperability standards, ICT considerations, and governance arrangements that partnerships, particularly the Health and Social Care Partnerships, should consider in order to support joint working across integrated health and social care services for person-centred care. Recommendations are set out for the Scottish Government, local partnerships and ISB and its partners to guide national actions and local delivery plan development.

We are pleased to announce that Health and Social Care Information Sharing Strategic Framework 2014-2020 has been published and is available on the Scottish Government website at: www.scotland.gov.uk/Publications/2015/02/2900.

The ISB intends to work both at a national level and with Health and Social Care Partnerships and other partners to help develop local delivery plans based on the principles in the Strategic Framework.
