Health and Social Care Integration Policy Update: December 2015

December 8, 2015 by No Comments | Category Policy update

Legislation

Twenty-five of the 31 Health and Social Care Partnerships have had their integration schemes formally approved and have been legally established, with five areas fully operational. (East Ayrshire, North Ayrshire, South Ayrshire, West Dunbartonshire and Highland)

Scottish Government Officials are continuing to work with partners, providing support to ensure the remaining Integration Schemes are ready for Ministerial approval.

In addition, we are making some minor consequential amendments as a result of the Public Bodies (Joint Working) (Scotland) Act. The amendments are in relation to:

  •  Including Integration Joint Boards in Schedule 2 of the SPSO Act 2002.
  • Public Bodies (Joint Working) (Integration Joint Boards) (Scotland) Order 2014 and the Public Bodies (Joint Working) (Integration Joint Monitoring Committees) (Scotland) Order 2014 – Code of Conduct
  • Protection of Vulnerable Groups(Scotland) Act 2007

All Orders to establish the Integration Joint Boards and consequential amendments must be laid and passed before the dissolution of parliament (March 2016) for next year’s Scottish Elections.

Guidance

We will shortly be publishing ‘Facilitating the Journey of Integration’ which is a guide for those supporting the formation of Integration Joint Boards. It focuses on collective and personal development and highlights a number of matters that partnerships may wish to focus on as part of implementation.

In addition, we are also producing guidance in relation to developing an integrated approach to handling complaints and guidance on Annual Performance Reporting – this will set out the requirements for Integration Joint Boards and Integration Joint Monitoring Committee in reporting progress on their strategic plans and we aim to publish this guidance in Spring 2016.
