What does phase 2 of Action Plan co-creation mean?

Wrapping up phase 1
We are reaching the end of phase 1 of the Open Government Action Plan co-creation process. 
We have spent phase 1 listening and trying to understand what makes a trustworthy and transparent government.

Phase 2
Now, we want to look towards the second phase of the co-creation process, which is taking place from January to April 2026. This will take a deeper and more applied approach to the co-creation process.
Together civil society representatives and Scottish Government have identified 4 broad themes that will drive forwards the next 5 years of action. At their core they all aim to open up government and ensure people in Scotland can see, understand, and be involved in the issues that affect them.
The themes so far:
- Trust and transparency
- Anti-corruption and accountability
- Ethical use of technology and open information
- Public participation
Scottish Ministers have already committed to a Trust and Transparency Strategy, and to an Anti-Corruption Strategy. However, we want to keep the themes broad and flexible to make sure commitments and actions can respond meaningfully to change and need throughout the duration of the Action Plan.
SCDC are planning to run thematic workshops that will bring together civil society stakeholders and Scottish Government officials working in relevant areas. Each workshop will identify options for new and feasible work that the Action Plan could deliver.
By the end of phase 2 we want to have a clear idea of commitments we can make that are specific, realistic, and measurable so that we can begin delivering positive change in Scotland together.
