Construction Procurement Handbook in the Client Guide to Construction Projects Updated

The Scottish Government’s Construction Procurement Policy Unit has updated the Construction Procurement Handbook of the Client Guide to Construction Projects. These updates have been made to ensure the most accurate construction procurement guidance is available to contracting authorities to help them become ‘intelligent clients’.
Updates have been applied to chapters 1, 2, 3, 5, 8 and 9.
Many of the changes reflect amendments to procurement legislation as a result of the UK withdrawal from the European Union. They are largely technical and do not change the fundamental procedures and processes for advertising and awarding public contracts.
Amendments include:
- Chapter 2 adds ‘as built quality assurance procedures’ to the list of areas which may be covered in the strategic brief.
- Chapter 5 now notes that traditional procurement strategy may be suitable for complex projects if it is a two stage procurement.
- Chapter 8 introduces a new section on sustainable tender pricing and a change to the ALT calculator for stage one, which now uses median instead of average price to identify potentially abnormally low tenders.
The Construction Procurement Policy Unit regularly reviews and updates it’s guidance and we will continue to post updates when relevant amendments are made.
