To celebrate Scot Climate Week 2022, we want to highlight our public facing and free to all eLearning for public sector procurement professionals.
In this blog we will tell you all you need to know about the three different eLearnings and where to find them.


Embedding sustainability into procurement can support organisations’ objectives as set out in relevant policies and/or strategies and can be adapted to reflect the nature of the contract.

Many sustainability benefits can be achieved through supplier engagement before the procurement process begins. This is essential to allow the market to understand and prepare their response to tender requirements.

Also key is the approach to selection of suppliers, the inclusion of relevant and proportionate requirements in the specification, the evaluation of relevant and proportionate award criteria, and an effective contract management process.

Introduction to Sustainable Public Procurement eLearning

Our ‘Introduction to Sustainable Public Procurement eLearning’. This eLearning was formerly hosted by Zero Waste Scotland and has been moved and refreshed to reflect the current context for sustainable public procurement in Scotland. It is intended for all those involved in commissioning and procurement, for example: internal customers; budget holders; specifiers; procurers; subject matter experts; and contract managers, etc.

It introduces the user to the strategic role of procurement in addressing policy and legislative priorities. It summarises the key outcomes and benefits that can come from a focus on sustainable procurement, and outlines the key principles, tools, techniques and guidance available to support sustainable public procurement.

Climate Literacy eLearning

The Climate and Procurement Forum was established to provide leadership and direction to best utilise the £12.6 billion public sector spend to help address the Climate Emergency. One of the main outputs of this Forum was the ‘Climate Literacy eLearning’.

The eLearning comprises 3 modules: The Climate Challenge; Responding to the Challenge; and Taking Action.

It is a unique, demand led product and will help to encourage and assist public bodies to take account of climate and circular economy in their procurement activity.

Circular Procurement and Supply eLearning

In June 2022, we launched our ‘Circular procurement and supply eLearning’ to further support our transition to net zero. This eLearning was developed by Zero Waste Scotland, as one of the 11 partners within the Interreg programme, ProCirc project. The ProCirc project looks to scale up the development of circular business models, products, and services through implementing changes to public and private procurement.

The eLearning comprises 9 modules (Welcome; Circular Economy; Circular Procurement & Supply; Early Collaboration; Sourcing & Supplying; Identifying and Improving Outcomes; Circular Examples; Top Tips for Buyers and Suppliers; and Call to Action).

All of these eLearning’s are available from the Sustainable Procurement Tools platform. Our Sustainable Procurement Tools have been designed to help public sector organisations identify and address how they can optimise the economic, social and environmental outcomes of their procurement activity.

  • Users will need to be registered on the platform, and login to access it. This also enables users to generate and download a certificate to confirm that they have completed the training.
  • The training is largely interactive.
  • Users can complete the training all at once, or exit and return at a later date and pick up where they left off.
  • For help to register and login to the platform, a user guide and short video are available.
