Award of the Marketing Services Framework

We are delighted to announce that we have awarded the new Marketing Services Framework commencing 1 September 2022.  The framework will run until 31 August 2026.

This is the fourth generation of the framework and replaces the previous five agreements for Marketing Services – Creative Services, Public Relations, Digital Marketing, Market Research and Events and Video Production Services.

The framework is open to all Scottish public sector bodies, including third sector, and provides organisations with an easy and compliant route to market for the wide portfolio of services now available across 6 Lots:

  • Lot 1 – Creative Services (above £50K)
  • Lot 2 – Creative Services (below £50K)
  • Lot 3 – Digital Advertising
  • Lot 4 – Public Relations
  • Lot 5 – Market Research
  • Lot 6 – Events and Video Production

26 Contractors have been appointed across the Lots, 24 of whom are SMEs, 14 of whom are Scottish.

Organisations are able to enter into a further competition with the Contractors on the framework or on Lots 2 through to 6, buy via a direct award route, up to £20K.

Fair Work First

The Framework is the first Scottish Government framework to mandate payment of the real Living Wage  to employees involved in the delivery of our services.

The Contractors will also provide an extensive range of additional Fair Work First measures in their delivery of the services under the Framework.

Community Benefits

The Contractors are committed to delivering community benefits, including:

  • targeted recruitment & and training
  • up-skill the existing workforce;
  • equality and diversity initiatives;
  • make any proposed sub-contracting opportunities available to SMEs, the third sector and supported businesses;
  • build capacity in community organisations.
