A Human Rights Bill for Scotland – Consultation

The Scottish Government is seeking views on plans to enshrine international human rights – including the right to health and an adequate standard of living – into Scots law for the first time.
Proposals look to reduce inequality and would place a broader range of human rights at the centre of how Scotland’s frontline public services are delivered. Proposals would place duties on those delivering devolved public functions, and expect private organisations delivering devolved public services, or suppliers providing services under a contract with a public body, to give effect to and realise the rights for the people of Scotland.
As public procurement is central to procuring and delivering public services, we’d like to encourage our online community to participate in the consultation.

The consultation opened on 15 June and closes on 5 October 2023.
