Civil Engineering Dynamic Purchasing System (DPS)

The Scottish Government have been working with internal and external stakeholders on the development of a collaborative Civil Engineering Dynamic Purchasing System (DPS) for projects up to £5 million for use across the Scottish public sector.
A DPS is an agile electronic method of procurement. It provides a list of pre-qualified suppliers for a variety of requirements, via three filters (type of civils works, location and value band).
The Contract Notice for this DPS has been published on Public Contracts Scotland (PCS) on 4 September 2024: View Notice – Public Contracts Scotland
Scottish public sector organisations will be able to issue calls for competitions under the DPS to award civil engineering contracts. We anticipate the DPS will be live until October 2030. The Scottish Government has the option to either extend or reduce the DPS term at any time.
Suppliers are now able to submit applications to join the DPS via PCS-T (additional details are included within the Contract Notice). There is no limit to the number of suppliers that can participate in the DPS and applications can be submitted at any time.
Scottish Government will deliver an Applicant’s Forum for interested suppliers via Microsoft Teams on 19 September from 2pm to 3.30pm, hosted by the Supplier Development Programme (SDP):
