Jamie Hepburn MSP, Minister for Parliamentary Business / Co-chair of the Open Government Steering Group

I am so pleased to return to my role as Co-chair of the Open Government Steering Group alongside Juliet Swann.

I want to take this opportunity to reassess how we work together, learn from our last four year Action Plan, and begin this new Parliament with an enthusiasm for building a trustworthy and transparent Scotland together.

I am grateful to the individuals, communities, and partners who have contributed to the co-creation process. I will be listening to what people have said very clearly. Trust depends on open, honest communication, visible decision‑making, and genuine opportunities to shape outcomes, particularly for those who we need to repair our relationships with.

My priority is to provide leadership across government and re-establish honest and open working relationships with civil society partners as we continue co-creating our next National Action Plan for 2026–2030.
