Our vision is a trustworthy and transparent Scottish Government that behaves, communicates and is designed with accountability, transparency and participation from the start.

Trustworthy systems are:

  • easy to understand and navigate
  • designed around peoples’ needs
  • safe and accessible to participate in

Trustworthy behaviour is:

  • respectful of peoples’ experiences
  • responsive to collaboration, feedback and scrutiny
  • accountable for commitments and outcomes

Trustworthy communication is:

  • clear, timely and easy to understand
  • honest about successes, challenges and trade-offs

The work

As part of the Open Government Action Plan 2026-2030 we are looking for people and organisations with relevant knowledge and experience, who are interested in partnering to steer our work on:

  • Anti-corruption and accountability
  • Ethical use of digital technology and open data
  • Public participation

There are a range of roles for people to hold so please consider what works best for you and your organisation.

We want to be flexible so that both you/your organisation and Scottish Government get the most value out of this partnership.

The roles

  • Co-chair (x2)
  • Committee member

The steering committee provides strategic oversight and direction from a civil society perspective.

You can nominate yourself for these roles.

Find more detail about what is expected from these roles. This includes an estimated time commitment in the Open Government in Scotland Member’s Guide 2026.

Express your interest

You can express your interest in any roles on any of the thematic commitments:

You can also express an interest in joining the communications and engagement committee.

Just complete and submit our expression of interest form.

Let us know if you want to discuss anything before submitting. Contact the Open Government Team at OpenGovernment@gov.scot

After completing the expression of interest form, a member of the government or civil society team will meet with you for a short discussion. We will talk about where your skills and expertise would work best for you and/or your organisation and us.

Over-subscription to the roles will result in an election process.
