National Framework – Media Planning and Buying Services

We are delighted to announce that we have awarded the new National Framework for the provision of Media Planning and Buying Services. The framework will run until 30 June 2028.
The framework is open to all Scottish public sector organisations including the voluntary sector. It provides an easy and compliant route to market for media services in the UK, overseas (bought in the UK) and International media services (bought in-country).
What is in scope:
- television
- radio
- press/magazine
- digital/online including mobile and social media
- cinema
- out of home
The framework is a two lotted framework. Lot 1 is a ranked multi-supplier agreement with five suppliers, three of which are small and medium sized enterprises (SMEs) and Lot 2 with a single supplier. Public Sector organisations are able to enter into a further competition for their services with the suppliers on the framework or via a direct award under £100,000.
Framework suppliers have all committed to paying the Real Living Wage.
