New Guidance Published: Ten Keys to Successful Construction Procurement

October 21, 2026 by No Comments | Category Procurement news, Scottish Procurement

We have published Construction Policy Note (CPN) 1/2026: Ten Keys to Successful Construction Procurement.

This new guidance has been developed collaboratively by the Scottish Government, Scottish Futures Trust and other public sector and industry representatives through the work of the Construction Leadership Forum’s Transformation Action Plan Procurement Working Group and Construction Quality Improvement Collaborative (CQIC).

The Ten Keys are founded on a simple principle: good procurement decisions create the conditions for successful project outcomes. The guidance highlights practices that promote clarity, competence, fair competition, sustainable pricing, quality, prompt payment, and effective collaboration throughout the procurement process.

Importantly, the guidance is relevant to projects of all sizes and complexities. Whether acting as a public sector client, contractor, consultant or supply chain partner, the Keys provide a practical framework for developing procurement strategies and making informed decisions that support better value and better outcomes.

We encourage all organisations involved in procuring, delivering, or bidding for construction work to familiarise themselves with the Ten Keys and consider how they can be applied within their own projects and procurement practices.
