Project – Dynamic Purchasing System (DPS) for Digital and Cyber Services
During 2017 Scottish Procurement’s ICT team faced a new challenge regarding the procurement of digital and cyber services. It became clear there was a greater demand for digital technology services to be delivered in a more agile, flexible and innovative way.
Launched at Procurex in 2017 by Derek Mackay, Cabinet Secretary for Finance, Economy and Fair Work, our DPS for Digital and Cyber Services was the first collaborative ICT solution of its kind in the UK for digital technology. The SME market had the opportunity to put themselves forward for direct ICT contracts in the Scottish public sector and be successful rather than having to rely on supply chain opportunities.
The DPS is fully electronic, ground breaking, innovative and an agile system of pre-qualified digital and cyber suppliers which enables the Scottish public sector to directly invite tenders. The Public Contracts Scotland Tender (PCS-T) system has also been enhanced to assist buyers to call-off from DPS agreements.
Since the introduction of the DPS the opportunities and benefits achieved have been transformational in taking the procurement function forward. Following the success of the Digital Services DPS we have introduced a Telephony Services DPS and a Network Advice DPS will be launched in November 2018.
