We have published a new Scottish Procurement Policy Note, SPPN 4/2021 covers requirements for public bodies for publishing their procurement strategies and annual reports and notifying Scottish Ministers.
Since 2014 organisations with a procurement spend of over £5 million are required to produce a procurement strategy and publish an annual report. Scottish Ministers need to be notified strategy and report publication, these reports allow us to produce our Ministerial report, an important documentation of procurement in Scotland.
We encourage all public organisations to consider publishing procurement strategies and annual reports as best practice.
This SPPN also provides updated expectations with respect to Fair Work First, climate change and circular economy obligations.
