Civil Engineering Dynamic Purchasing System (DPS) for projects up to £5 million

The Scottish Government Civil Engineering Dynamic Purchasing System (DPS) for projects up to £5 million can now be used by buyers to issue calls for competition.
We have worked with internal and external stakeholders on the development of this collaborative DPS for use across the Scottish public sector. The DPS provides a list of pre-qualified suppliers for a variety of requirements, via three filters – type of civils works, location and value band.
It includes the following six lots:
- Lot 1: General Civil Engineering Works
- Lot 2: Roads
- Lot 3: Structures
- Lot 4: Geotechnical Services and Related Works
- Lot 5: Utilities
- Lot 6: Harbour, Coastal, Rivers, Flood and Marine
Scottish public sector organisations can issue calls for competitions under the DPS with an entirely electronic process to award civil engineering contracts. Details on the organisations that can use the DPS are included within the Contract Notice.
Suppliers are still able to submit applications to join the DPS via PCS-T (additional details are included within the Contract Notice). There is no limit to the number of suppliers that can participate in the DPS and applications can be submitted at any time. We anticipate the DPS will be live until October 2030. The Scottish Government has the option to either extend or reduce the DPS term at any time.

For buyers:
- wide range of civil engineering works available
- easy route to market due to pre-approved suppliers
- continued access to a wide range of suppliers, including local SME’s
- electronic process where supplier details are held centrally
- all suppliers will pay staff at least the Real Living Wage for works via this DPS
- DPS developed specifically for lower value projects (up to £5 million)
- opportunity to maximise value for money benefits due to competition at call-off stage
For suppliers:
- easy to join DPS – not resource intensive
- can apply to join the DPS at any time
- can apply to any/all the Lots
- open to suppliers of all sizes
- no limit to the number of suppliers allowed onto the DPS
