Encouraging innovation through Public Contracts Scotland!

We have added new functionality to Public Contracts Scotland (PCS) to help our public sector procure innovation more efficiently.

  • addition of 3 new notice types – Preliminary Market Consultation notice, Pre-Commercial Procurement notice and Pre-Commercial Procurement award notice
  • creation of a Supplier Collaboration Tool
  • creation of a Research, Pilot and Innovation Register
  • addition of 2 questions in existing regulated notices

These three new notices allow buyers to investigate the market for innovative solutions, prepare for future procurement activities, and challenge businesses to develop innovative goods, services and works.

The Supplier Collaboration Tool allows suppliers to develop potential collaborators for specific opportunities. By listing the skills they have and the skills they are seeking, once matched the suppliers get the chance to communicate outwith the system.

The Research, Pilot and Innovation Register has been created as a simple record of innovation activity across the public sector. To allow us to better understand the innovation landscape in Scotland and monitor progress.

The addition of two new questions to existing PCS notices will capture information on innovation and the sustainable procurement duty. This will be published on PCS to allows users to report on.
