For the first time ever, the Supplier Development Programme is pleased to announce that all four of the Procurement Centres of Expertise (CoE) are taking part in Meet the Buyer National, at Hampden Park, Glasgow on 5 June and they will be ready to talk procurement frameworks!
CoEs Panel Discussion
Representatives from the CoEs, which are responsible for managing procurement on the majority of Scottish frameworks, will be talking about their work in a panel discussion at Meet the Buyer National. The panel will then take questions from the audience, so start considering what you would like to ask!
The panel will include speakers from Scotland Excel, Advanced Procurement for Universities and Colleges (APUC), NHS National Services Scotland (NHS NSS) and The Scottish Government Procurement and Property Directorate.
Panellists will discuss opportunities in the wide range of sectors and regions covered by their Centres. Scotland Excel will talk about their national and local frameworks, for local authorities. Advanced Procurement for Universities and Colleges (APUC) will cover frameworks for Scottish higher and further education. NHS National Services Scotland (NHS NSS) will discuss frameworks for health bodies. The Scottish Government Procurement and Property Directorate will talk about its frameworks for agencies and non-departmental public bodies.
All of the speakers look forward to taking your questions on the day, either during their panel discussion or later on, from their Meet the Buyer National stands.
Meet Other Framework Operators
The CoEs won’t be the only ones talking frameworks at Meet the Buyer National, as the event will also feature stands from framework operators including, Scottish Procurement Alliance (SPA) and Procurement for Housing (PfH) Scotland and Crown Commercial Services.
What is a Framework?
Before the big day, you might want a recap on the definition of a framework agreement. A framework agreement is a general term for an overarching (or umbrella) agreement with suppliers. Frameworks can help suppliers to participate in national and large collaborative contracts where the framework is often divided into specialist or geographical lots. A lot is where a procurement process separates contracts into smaller categories, for instance geographical location or type of product.
The idea behind using frameworks to procure goods, services or works, is that it makes larger opportunities more accessible to smaller businesses, by breaking them down into segments.
