Certification Scheme Provider Reappointments

November 4, 2026 by No Comments | Category Building Standards, certification, Futures Board

The Building (Scotland) Act 2003 introduced the option of certification of design or construction of building work as a means of complying with the Building (Scotland) Regulations 2004.  The certification system is based on the principle that suitably qualified and experienced building professionals and tradespeople can be responsible for confirming that specified works comply with building regulations.

Certification is now a well-established part of the building standards system and delivers a range of benefits for building owners, developers and verifiers.  These include increased assurance of compliance with building regulations, discounts against the building warrant fee, and faster processing of building warrants and completion certificates.

Certification Scheme Providers are appointed by Scottish Ministers and are responsible for managing, monitoring and auditing of registered certifiers.  All scheme providers have been reappointed for a further six year period until September 2032:

Certifiers of Design

  • Structural Engineers Registration Ltd – Building Structures
  • Royal Incorporation of Architects in Scotland – Energy

Certifiers of Construction

  • Scottish & Northern Ireland Plumbing Employers Federation (SNIPEF) – Drainage, Heating and Plumbing
  • Scottish Electrical Contractors Federation (SELECT) – Electrical Installations to BS:7671
  • Certsure – Electrical Installations to BS:7671

Scottish Building Standards Futures Board logoAs one of four workstreams being taken forward under the Building Standards Futures Board Programme, Scottish Government is seeking to increase both the number of building warrant applications benefiting from certification and the range of certification schemes available.  This work is being progressed as part of a Strategy for Certification, which is being developed in partnership with Scheme Providers to support greater use of certification across the building standards system.
